Findings of the report are still confidential, as it has not been tabled in Cabinet or Assembly. UP CM also says it talks of "conspiracy" behind the riots in Sambhal.

A day after a judicial commission that probed the November 2024 Sambhal violence submitted its report to him, Uttar Pradesh Chief Minister Yogi Adityanath cited media reports on its findings to warn that “those found trying to change the demography (of the region) would have to face exodus themselves”.

The report of the three-page commission is officially still confidential as it is yet to be placed before the UP Cabinet or the Assembly.

Adityanath, who was addressing a rally in Pratapgarh, also said that the panel had found “dange ki saazish (a conspiracy in the riots)” to target Hindus.

Blaming the Opposition for attacks and “atrocities” on Hindus, to ensure that their numbers went down, Adityanath said: “You must have seen reports in newspapers, visual and social media that, in Sambhal in 2024, a conspiracy was plotted to incite riots… Uske kuchch ansh saamne aye hain, kaise Samajwadi Party aur Congress ke samay mein, chun-chun ke Hindyon ko nishaana banaya jata tha. Kaise unki demography ko, unki jan-sankhya ko, kam karne ke liye lagatar unpe atyachar karaye jate thai. Kaise dange karwake Hindu-viheen kar diya jaata tha kshetron ko (Some portions of the report have come out, showing how under Samajwadi Party and Congress governments, Hindus were specifically targeted. How, to reduce their numbers, they were subjected continuously to atrocities. How regions were made Hindu-free by inciting riots).”

This had stopped under the BJP’s “double engine” government led by him, Adityanath said. “Aur jo demography ko badalne ka dusaahas karega, woh swayam palayan karne ke liye majboor hoga (And the ones who dare try and change the demography, would have to themselves flee).”

UP Minister of State for Secondary Education Gulab Devi also commented on the report. A PTI report quoted her as saying: “The investigation shows that Hindu population in Sambhal dropped from 45% at the time of Independence to 15% now. Where did the 30% go? Did they migrate? Did they convert? Or were they killed? The High Court or our government will take action based on the facts mentioned in the report.”

SP president Akhilesh Yadav criticised the BJP for its “exodus propaganda”, adding that it showed its own government’s failure. In a post on X, Akhilesh said the “propaganda of exodus” being spread by BJP leaders and their associates reflects “the biggest failure of the 9-year-old BJP government” as it had failed to instill confidence in the people, or to bring harmony to society.

In his speech, Adityanath also criticised the foul language used against Prime Minister Narendra Modi from the stage of a Congress meeting in Bihar. Abusing a leader as popular as Modi was like “spitting at the Sun”, Adityanath said, adding that the incident had left the 140 crore people of the country feeling disrespected and angry.

The three-member Sambhal panel probed the violence that erupted near the Shahi Jama Masjid in the town on November 24, 2024, during an ASI-monitored survey of the mosque. The survey followed a petition claiming that the Shahi Jama Masjid had been built on a temple in the 16th century.
