State govt takes a small step towards implementing rural livelihoods mission

The state government has decided to set the ball rolling for the launch of UP State Rural Livelihoods Mission in four districts.

The state government has decided to set the ball rolling for the launch of UP State Rural Livelihoods Mission in four districts. A high-level core group has been formed under Additional Commissioner (Rural Development) Anurag Yadav for the launch of the scheme which is a part of the National Rural Livelihoods Mission (NRLM).

The task of the group is to speed up the process of launching the scheme by identifing the districts and blocks where it could be started on a pilot basis. The team will also have to prepare a draft of the “poverty reduction action plan” for the first phase. The National Rural Livelihoods Mission,which was conceptualised by the Central government last year with the idea to do away with the existing Swarnajayanti Gram Swarozgar Yojana (SGSY),has a separate set-up to plan,manage and implement employment generation activities for the poor through Self-Help Groups. Financing of the program is to be shared between the Centre and state governments on 75:25 ratio. According to government sources,the Centre has already paid about Rs 1.5 crore for the preparatory activities of the plan.

Through the scheme,about Rs 10,000 will be provided to the self-help groups. This will be followed by further financial assistance in the form of revolving fund and subsidy on the interest of the loans. Under SGSY,the income generation activities were implemented through District Rural Development Authorities of the state governments and the selection of beneficiaries was done on a voluntary basis. However,under NRLM,states have to prepare their own action plans for poverty reduction,targeting each household living under poverty line and form a separate mission body for its implementation.

While the states like Bihar,Gujarat,Orrisa,Andhra Pradesh,Madhya Pradesh have already started working in this direction,Uttar Pradesh has decided to experiment it in about four districts in the first phase and then take it forward to other districts.

The state government has included experts from Lucknow-based Bankers Institute of Rural Development (BIRD) as they were involved in the initial planning for the NRLM at the Central level. “Since UP is a large state,so we decided to launch it as a pilot project in about four districts in the first phase and then move forward based on our experiences. In order to speed up the process,we have involved experts from BIRD to assist us in preparing the plan” said a senior officer of Rural Development Department.
