The Election Commission of India (ECI) has directed the Chief Electoral Officers (CEOs) of all the states and Union Territories to set up resource centres to preserve and promote election related knowledge and documents.
Sources said that these centres are likely to be set up in five poll-bound states before the Assembly elections. In Uttar Pradesh,the resource centre will be set up before the polls at CEO office in Lucknow.
Being set up for the first time,these resource centres will have collection of documented form of poll-related information like rules and manuals,ECIs various orders issued since its constitution to till the date,check-list for conducting polls,EVMs,electoral rolls and history as well as statistics of past Parliament as well Assembly elections held in the state in the past. The resource centres will also have collection of books related with elections published so far in the country.
Officials said that these documented data would be useful for election staff,political parties,voters and media persons during the upcoming Assembly elections. UP Chief Electoral Officer Umesh Sinha said that documents at resource centre would be also used for training of poll staff.
In the resource centre of any state,it will have a collection of documented data about every district,map of parliamentary as well as Assembly constituencies,population,number of voters,age cohort,electors-population ratio,results and statistics of past elections of every constituency. Details of sensitive constituencies and polling stations with security forces as well as poll staff deployed there during past elections would also be available at the centres. So far,such data of past elections are available for common person only on the EC website.
Other information to be available in resource centres,include profile of candidates,their affidavits,polling percentage and votes secured by any candidate in the past elections. As Assembly elections have already been announced in UP,the CEO has prepared files of each of the 75 districts having the above mentioned details about Assembly constituencies.
He has also started documentation of data related with 2009 Lok Sabha polls and best practices adopted then for conducting free and fair polls. As first product for display at the resource centre,the Chief Electoral Office has prepared a Coffee Table Book having compilation of the news reports regarding polls and voter awareness exercises published during the past two years.
We will try to collect pictures and data of every past election and display them at the resource centres,so that officers and other staff could take its help for polls-related work, Sinha said. Sinha said that these documents would be authentic which could also be used for legal and research work in future.
All these data will be entered in computers and visitors at the resource centre would be provided terminals to access that data.
