Junior Engineers (JE) in Public Works Department (PWD) dont want to be posted in VIP districts namely Mulayams parliamentary constituency Mainpuri and his home district,Etawah. Mulayams brother Shivpal Yadav is at present the PWD Minister.
On May 8 and May 15,PWD had released transfer lists of a total of 48 JEs. Of them 10 were transferred to Mainpuri while 18 were moved to Etawah.
But the JEs have not taken the bulk transfer to these districts well with as many as six of them having approached Diploma Engineers Association (DEA),the umbrella organisation of nearly 4500 JEs in PWD,for getting their transfers cancelled.
Etawah has four divisions of PWD and one division of National Highway while Mainpuri has four divisions of PWD.
The state has witnessed several attacks on engineers during the Samajwadi Party (SP) government. Recently at Allahabad,Junior Engineer in Jal Nigam C L Kushwaha was shot dead. Assistant Engineer (Irrigation),Ballia,B B Singh,was shot at,At Rampur,engineer Janardan Singh with Jal Nigam got himself transferred after he was beaten up by SP president Omendra Singh.
Engineers claimed that the department has adopted a pick and choose policy. VIP districts are no more considered prestigious. There,every worker has direct links with politicians,and interferes in the projects. These workers insist on getting their work done,and denial results in unpleasant situations, A A Farooqui,president,UP Engineers and Officers Association (UPEOA),said.
JEs play a pivotal role in execution of any project. Being responsible for completion and payment of the project,they are in direct contact with contractors and common people.
These VIP districts are flush with funds. Engineers are threatened and even attacked if they do not follow the diktats of local leaders, Farooqui stated.
PWD JEs,namely Anil Kumar Dwivedi,Grijesh Kumar Tiwari,Shiv Prasad,Udaiveer,Sunil Kumar Damele,Prabhakar Mishra,have approached the DEA for getting their transfer orders cancelled.
They cannot make a move officially,as the transfer order mentions that their application for transfer order will not be entertained. We have written a letter to Engineer-in-Chief PWD for cancelling their transfer orders, H K Tiwari,President,DEA,said claimed. He,however,refused to comment on postings in VIP districts.
The transfers,meanwhile,flout transfer policy norms.
According to the transfer policy for Class III employees,those who have completed six years in a districts or 10 years in a division will be transferred. If this norm was followed,none of these JEs would have been transferred. There are numerous JEs in PWD who are holding the same post for 10-12 years,but they have been exempted, Tiwari claimed.
