Rape by four persons is not ‘practically’ possible, says Mulayam Singh Yadav

SP chief claims UP has lowest number of rape cases in country.

SAMAJWADI Party chief Mulayam Singh Yadav on Tuesday claimed that when it comes to the number of rape incidents taking place across in the country, Uttar Pradesh features at the bottom of the list. He also added that while one person commits a rape, four are named in the complaint, though rape by four persons is not “practically” possible.

“The population (of Uttar Pradesh) is 21 crore while that of Madhya Pradesh is 6 crore. There (in MP), the percentage of rape cases is 9.8 while in UP, it is 2. Moreover, in Rajasthan — also ruled by BJP — this percentage is 7. Don’t even ask about Delhi, I live there and know what happens. So, if there is one place with the lowest number of rapes, it is Uttar Pradesh,” Mulayam said at a programme to distribute free e-rickshaws under a state government scheme in Lucknow on Tuesday.

He added: “One commits rape and then four more are named. Kabhi aisa ho sakta hai kya? Aisa practical hi nahin hai. (Can such a thing happen? It is impractical).”

“Some are bent to give (UP) negative publicity. Remember, you tell a lie a hundred times and it becomes the truth. There are powers spreading canards about you. What happened in Badaun case? All the big leaders of the country went there. ‘Chalo Badaun’ was the refrain then. Finally what happened? CBI said there was no rape,” he said.

Claiming that the percentage of rape in UP was only 2, Mulayam said the government wants to see that even this is done away with and for this, he has asked his son and Chief Minister Akhilesh Yadav to come up with a policy to address the issue.

In April last year, Mulayam had opposed capital punishment for rape, saying “ladke, ladke hain. galti ho jati hai (boys will be boys. they commit mistakes).” Addressing a rally in Moradabad, he had said: “Ladkiyan pehle dosti karti hain. Ladke-ladki mein matbhed ho jata hai. Matbhed hone key baad usey rape ka naam dey deti hain. Ladko sey galti ho jati hai. Kya rape case mein phasi di jayegi? (First girls develop friendship with boys. They when differences occur, they level rape charges. Boys commit mistakes. Will they be hanged for rape).”

On Tuesday, the government gave away 100 e-rickshaws. Under the scheme, a pet project of state minister Azam Khan, 27,000 e-rickshaws — worth Rs 1.5 lakh each — will be distributed to rickshaw pullers registered with local bodies.

“This is not just about handing over battery-run rickshaws, it is for people who have not lived respectable lives, who weren’t considered more than animals, who had accepted that they are indeed animals and that they have been born to tow people,” Azam said.

He recounted how lakh of copies of SP manifesto had to be burned as they were printed without mentioning this promise. “When Taj Mahal in Agra and Red Fort in Delhi are surrounded by rickshaw pullers, it is unfortunate that the PM of the country does not speak a word about them in his Independence Day address and only talks of toilets,” Khan added.

“Our target is to distribute 3 lakh rickshaws to those who don’t have a licence but ply rickshaws. We want to put an end to the practice of hand-pulled rickshaws,” said the minister.
