Lokayukta indicts ex-MLA for assets above income

Lokayukta N K Mehrotra on Friday recommended prosecution of former BSP MLA KK Sachan under Prevention of Corruption Act by an investigating agency of the state for allegedly amassing assets disproportionate to his known sources of income during his tenure as MLA.

Lokayukta N K Mehrotra on Friday recommended prosecution of former BSP MLA KK Sachan under Prevention of Corruption Act by an investigating agency of the state for allegedly amassing assets disproportionate to his known sources of income during his tenure as MLA.

In a report sent to Chief Minister Akhilesh Yadav,Mehrotra also held Sachan guilty of illegally getting land allotted to two residents of Chaktodarpur village in Kanpur Dehat district through his recommendation and later buying the same land from the allottees,in violation of the provisions of UP Zamindari Abolition and Land Reforms Act.

The complaint against Sachan had been filed by Archana Singh,a resident of Kanpur,in 2011. The complainant had alleged that Sachan and his wife Sunita had bought as many as 29 immovable properties in Kanpur Nagar and Kanpur Dehat districts after Sachan won the election on a BSP ticket from Mariyahun seat of Jaunpur district in 2007.

The Lokayukta said most of the properties were bought in the name of a registered society,Gyanodaya Shikshan Evam Manav Utthan Seva Samiti,whose secretary is Sunita and Sachan was its member till 2009. He said that while the society had no balance in two financial years —- 2007-08 and 2008-09 —- its balance sheet for 2010-11 showed a previous balance of Rs 69 lakh. Mehrotra said Sachan also failed to provide the balance sheet for 2009-10 and could not give any satisfactory answer about the source of the money.

He said while the income of Sachan and his wife during his tenure as MLA has been Rs 53.67 lakh,the market value of various properties bought by them during the same period is about Rs 3 crore.

The Lokayukta has also asked the government to get the 0.779 hectare land of Chaktodarpur village,currently under Sunita’s control,back in the name of the gram sabha. He recommended that an inquiry be conducted by the Board of Revenue against former subdivisional magistrate of Akbarpur Satish Chandra Shukla for allowing the illegal sale of this allotted land,and subsequent SDMs Prahlad Singh and Samir Verma for not getting the land released from Sunita’s possession.
