A day after Governor B L Joshi sought a report from the state government in connection with Tuesday’s lathicharge on protesting women members of the Congress,the government issued clarifications on Tuesday regarding several recent incidents.

Apart from the lathicharge,references were made to the Varanasi hooch tragedy,suicide by an alleged rape victim at Kanpur,custodial deaths in Allahabad and the thrashing of woman in Sultanpur by a police inspector.

Addressing a press conference,the Principal Secretary (Home),Kunwar Fateh Bahadur,said the CM took cognizance of all incidents and directed the administration to take stern action in such matters. He was accompanied by the state DGP Karamvir Singh at the press conference.  

Justifying the police action against the Congress protestors in Lucknow,he said the police had used light force to control them. A case has been lodged at the Wazirganj police station,in which UPCC president Rita Bahuguna Joshi’s name has figured as an accused,he said.

He denied any security lapse during the recent visit of Delhi Chief Minister Sheila Dikshit to Bareilly. Governor Joshi had sought report from the government in this regard.

“The administration ensured proper security cover to both — the Delhi Chief Minister Sheila Dikshit and former Chief Minister of Madhya Pradesh Digvijay Singh,” the Principal Secretary said.

According to him,Dikshit had been given Z category security and Singh Z Special category security. Dikshit,he said,had also held a press conference in Bareilly and she had not made any adverse remark there regarding security lapses. Also,the state government has not received any communication from the Delhi administration regarding the alleged security lapses.

The government also mentioned the various actions taken against policemen — including the Allahabad custody death case and the thrashing of a woman accused in Sultanpur.

Referring to the recent suicide by an alleged rape victim,Neelam,in Kanpur,the Principal Secretary said the police have already arrested two accused — Ramu Kathria and Irshad. Efforts are on to net the other,Sachin. The medical report has not confirmed rape,he said,but the case has been transferred to the CB-CID.

The Principal Secretary,however,refused to say anything regarding the Governor’s reported communication with the government in connection with any of the incidents.

Sources said the state government does not want to give any scope to the Governor to seek reports from it regarding the other incidents.

“So,it was in the interest of the state government to give its clarification on all recent issues involving the law and order situation at the earliest,” an official said.
