The UP government on Friday decided to restore the status of cabinet secretary to the chief secretary,restoring the latters pre-eminent position in the civil service,which had suffered erosion under the Mayawati regime. It also scrapped an order by the previous government giving facility of a domestic help and a driver to the retired cabinet secretary and retired chief secretaries for life.
Immediately after taking over in May 2007,the Mayawati government had appointed Shashank Shekhar Singh who did not belong to the IAS as cabinet secretary by amending the rules. Earlier,the chief secretary used to be the cabinet secretary as well.
On March 5 a day before the counting of votes in the recent Assembly election the Mayawati government issued an order giving the facilities of a lifetime peon and a driver to the former cabinet secretary and former chief secretaries. This order,too,was annulled by the cabinet,presided over by Chief Minister Akhilesh Yadav,which met on Friday.
The cabinet also gave it approval to withdraw the the Uttar Pradesh Kashettra Panchayat and Zila Panchayat (amendment) Bill,2011,which is pending the Governors approval. The bill,passed by the previous government,provided that a no-confidence motion cannot be moved against heads of kshetras and zila panchayats within two years of their election.
The last elections to constitute three-tier panchayat bodies had taken place in Chief Secy post back as top babu in UP
October 2010 and allegations were rife that the BSP government had installed its own men as heads of kshetra and zila panchayats.
Todays cabinet decision restores the orginial time period of a year in which a no-confidence cannot be moved against the heads of kshetras and zila panchayats.
The cabinet also decided to rename the Kanshiram Forest,Wildlife,Environment Conservation Award as Veer Abdul Hameed Forest and Environment Conservation Award.
In order to ensure a timely supply of fertiliser in the state,the Cabinet approved a proposal for purchasing and storing fertiliser six months in advance.
