To boost voter registration and for quick redressal of electoral roll related grievances,the Election Commission will constitute about 1.30 lakh Booth Level Committees (BLCs) in Uttar Pradesh. These committees will become functional in all the districts from September 16,with the start of summary revision of the electoral roll.
Each of these committees will comprise a Booth Level Officer (BLO),gram pradhan,Auxillary Nursing Midwife (ANM),local teachers of primary and secondary schools,Anganbadi workers,gram panchayat adhikari and gram vikas adhikari and will work under the supervision of District Magistrate.
The job of these committees will be to educate and motivate the public on voter registration and exercising their franchise, said Umesh Sinha,Chief Electoral Officer (CEO) of UP.
Till now only BLOs were authorised to collect application forms for voter registration,verification and distribution of Electoral Photo Identity Card (EPIC) or redressal of other electoral roll related complaints.
When booth level committees get functioning,people may contact any of these committee members regarding registration and redressal, Sinha said,adding that the committee will identify the missing voters by reading the draft electoral roll in public. While the committee member will collect the application forms,the verification of applicants details will be done by the BLO.
As member of the committee,gram pradhan and gram vikas adhikari will read out the draft electoral roll of the booth before the MNREGA workers and identify the missing voters. They will also ensure that name of eligible MNREGA workers are registered in the electoral roll.
Sinha said that the EC will soon organise training camps for the committee members. The first task of the committee will be to assist BLO in collecting claims and objections from the voters regarding electoral roll data on September 22,29 and October 6 when special camps would be organised at all the polling booths as part of the summary revision of electoral roll.
Later,these committee will continue functioning and hold meetings at least once every three months with the officials of district election office.
