With instructions from the Government of India to roll out direct benefit transfer (DBT) programme in six earmarked districts of UP from July 1,the administration has started work on a war footing to generate Aadhaar numbers of beneficiaries and link their bank accounts with Aadhaar.
The Centre has selected six districts including Congress president Sonia Gandhis constituency Rae Bareli,Congress vice-president Rahul Gandhis constituency Amethi,SP chief Mulayam Singh Yadavs native district Etawah,Chitrakoot,Shravasti and Sant Kabir Nagar for the second phase of the DBT programme.
Under the programme,the beneficiaries will directly get cash for welfare schemes transferred in their bank account. The beneficiaries bank accounts have to be linked to their Aadhaar numbers.
Of 26 schemes selected for the programme,most districts have taken up seven to eight including scholarship schemes,Janani Suraksha Yojana and Dhanalakshmi Scheme for Girl Child (only in Rae Bareli) for implementation.
However,the Aadhaar number generation in UP,done by the Directorate of Census,Government of India,is not very high in the earmarked districts. As per the UIDAI website,among the six districts,Etawah has the highest numbers generated so far,which is around 3 lakh. Rae Bareli has 1.5 lakh,Sant Kabir Nagar 37,000,Shrawasti 13,000 and Amethi and Chitrakoot 6,000.
The Centre has decided to hasten the process for DBT beneficiaries and it is being done by the state administration with the help of vendors (who capture the biometrics of beneficiaries for Aadhaar), said Neena Sharma,Director,Census Operations,UP.
While Aadhaar enrolment for the general public will go on,we are concentrating on completing the Aadhaar enrolment for beneficiaries, said P Guru Prasad,DM of Etawah,where over 50,000 DBT beneficiaries are enlisted.
In Rae Bareli,where there are 70,000 beneficiaries,100 teams are generating Aadhaar number,said Amit Gupta,DM of Rae Bareli. Work has started. There is a problem in enrolling beneficiaries of Janani Suraksha Yojana,but we are trying to sort it out, he said.
Chitrakoot,which has 1 lakh beneficiaries,is facing a technical glitch,said Balkar Singh,Chitrakoot DM,adding that experts have been called and enrolment will start in two to three days. In Sant Kabir Nagar,there are 33,000 beneficiaries to be enrolled,said DM Indraveer Singh Yadav. We expect to complete it by mid-June, he said. Both Shravasti and Amethi have similar targets of 50,000 beneficiaries.
