Kolkata Doctor Rape Case, IMA Nationwide Strike:  The parents of the 31-year-old junior doctor, who was allegedly raped and murdered at R G Kar Medical College Hospital in Kolkata, raised concerns over handling of her body, saying that it was not in the same condition initially as it was found in the institute’s seminar hall, hours after the incident on August 9. The victim’s parents questioned the West Bengal government for trying to curb the spontaneous public outcry despite Chief Minister Mamata Banerjee’s protests against rape. “We decry any bid to muzzle the voice of the people, to stop the movement for justice as not one person is involved in the incident. We hope the CBI probe will unravel the truth,” the father was quoted as saying by PTI.

Meanwhile, as medical professional continue their strike against the incident, resident doctors of AIIMS and other Delhi hospitals will be providing free OPD services on the road in front of the Health Ministry at Nirman Bhawan from today. In West Bengal, scores of women took to the streets and other parts of West Benagl yesterday night demanding justice in the case. In the rerun of the ‘Reclaim the Night’ campaign they raised slogans “we want justice” and demanded exemplary punishment for those involved in the crime.

The Supreme Court, which took suo motu cognisance of the crime, will hear the case on Tuesday. A bench led by Chief Justice of India D Y Chandrachud will hear the case. The Indian Medical Association had held a 24-hour nationwide strike in protest against the incident and urged Prime Minister Narendra Modi enlisting five “solutions and demands” — around hospital security, shift timings, ongoing probe of the Kolkata case and compensation to the family among others — it expects the government to meet.

The Trinamool Congress on Monday urged the Central Bureau of Investigation (CBI) to expedite its probe into the rape and murder of a female trainee doctor at R G Kar Medical College in Kolkata, West Bengal, news agency PTI reported. "Chief Minister Mamata Banerjee had said if necessary, the probe would be handed over to the CBI. Kolkata Police made an arrest within 12 hours of starting the investigation. The CM only sought time until last Sunday, but the probe was handed to the CBI before that," TMC leader Kunal Ghosh was quoted as saying. Ghosh further alleged that the Left and BJP were trying to divert attention by demanding the resignation of Chief Minister Mamata Banerjee.

Senior doctors march to Kolkata Police HQ after receving notice over social media posts

Senior doctors Kunal Sarkar and Subarna Goswami on Monday appeared before the Kolkata Police in connection with posts they shared on social media after the rape and murder of a trainee doctor at the R G Kar Medical College in the city, news agency PTI reported. We are both protesting and offering OPD services," Doctor Ansar said.

Doctors took out a march on Monday to Kolkata Police headquarters from Medical College over a notice to two senior physicians in connection with their alleged public comments over the murder of a woman postgraduate trainee doctor.

Two senior doctors, including Kunal Sarkar and Subarna Goswami, were issued notices to appear before officers of the Kolkata Police Headquarters in Lalbazar.

The Joint Platform of Doctors, West Bengal, took out the rally from Medical College, Kolkata to the police headquarters at Lalbazar, about a kilometre away.

They said that the doctors, who were issued notices, will walk in the rally to Lalbazar to meet police officers.

College student arrested for ‘provocative’ social media posts against Mamata

A second-year B.Com student has been arrested by Kolkata Police over allegations of sharing a “provocative social media post” against West Bengal Chief Minister Mamata Banerjee.

As per the police, the student is accused of inciting hatred and encouraging criminal activity by allegedly “encouraging” people to assassinate the CM.

Police said they received a complaint that the student uploaded three Instagram stories related to the rape and murder case at R G Kar Medical College and Hospital, allegedly disclosing the victim’s name and identity.

“The accused person also shared two stories against the CM of West Bengal containing offensive comments and threats to her life,” claimed Kolkata police officials. An investigation into the case is in progress, they said.

The student has been booked under BNS sections 351 (2), 353(1), and 352, dealing with an intentional insult with intent to provoke breach of peace, and sections 72 and 79 which deal with words, gestures and acts intended to insult the modesty of a woman. Read more

'Real fight begins when spotlight fades': Parents of Jadavpur University ragging victim empathises with woman doctors' family

The parents of the Jadavpur University ragging victim, whose tragic death by suicide last year sent shockwaves across the nation, are reliving their agony with the alleged rape-murder of a woman doctor at R G Kar Medical College and Hospital in Kolkata.

“It’s like the pain has been refreshed,” said the mother of the 17-year-old boy, who ended his life on August 9 at a Jadavpur University hostel after being allegedly ragged by seniors.

"Can anyone understand another’s pain more than me? I lost my son 12 months ago," she said on Sunday.  The couple, still grappling with the loss of their son, have been embroiled in a legal battle since the death. Despite the initial media frenzy, they now find themselves fighting a solitary fight in the courts.

"I tried to reach out to the R G Kar victim's family but couldn't connect," said the father of the Jadavpur University ragging victim.

"I wanted to share our ordeal. Who else would understand this struggle? The real fight begins when the spotlight fades," he told The Indian Express. 

The ragging victim's mother has been deeply affected by the R G Kar case, the family said. "Every time someone mentions the incident, she breaks down, reliving our pain," the father said.

'We failed her in life, did not let her down in death': IMA chief pens open letter on Kolkata trainee doctor

In an open letter titled "SHE: We Failed Her in Life", Indian Medical Association (IMA) chief Dr R V Asokan expressed the grief and revulsion across the nation over the rape and murder of a female trainee doctor at Kolkata's R G Kar Medical College. "We as a nation did not let her down in death. It is difficult to capture the mood of the nation. Anger, Revulsion, Frustration, Helplessness," the letter read.

"SHE was on 36 hours duty. Had dinner at 2 am before retiring to the makeshift beds in the seminar room adjacent to the ward. Only daughter of a lower middle-class parents. The orphaned doctor nameplate at the entry remaining the vestige of the family pride... Inconsolable. Lost the meaning and purpose of life. Innocent and naive with the trust like children," he further said.

He also said that every Indian family had lost their daughter, while highlighting how resident doctors had launched strikes after the incident. "We invoke the right to life. Let doctors live. Tryst with destiny had not been redeemed in full measure. It left out the doctors. We live to fight back," Asokan said.

Kolkata Doctor Rape and Murder Case Live: What is CBI grilling the ex principal of RG Kar Hospital about?

"We have a list of questions for him," the Central Bureau of Investigation (CBI) officer told PTI.

Ghosh was asked to specify his role after getting the news of the death of the doctor, who he had contacted and why he made the parents wait for nearly three hours, he said.

The ex-principal was also questioned who had ordered the renovation of the rooms near the seminar hall at the emergency building of the hospital after the incident.

"We are trying to find out whether there was any conspiracy or pre-planning to the crime. What was the principal doing and whether he is involved with the incident in any manner," the officer said.

The CBI sleuths would be verifying Ghosh's replies with the versions of other doctors and interns who were on duty along with the deceased doctor at the chest medicine department on the night of the incident.

Govt asks states to provide 2-hourly situation report in wake of doctors' protest

The Union Home Ministry has asked all state police forces to provide it situation reports every two hours in the wake of protests by doctors, nursing staff and others against the alleged rape and murder of a postgraduate trainee doctor at the state-run RG Kar Medical College and Hospital in Kolkata.

In a communication to the state police forces, the home ministry said that the law and order situation of all states should be monitored in view of the protests.

"Henceforth, a continuous two-hourly law and order situation report in this regard may kindly be sent to the MHA control room (New Delhi) by Fax/ Email/ WhatsApp from 1600 hours today," the communication sent on Friday said.

    The West Bengal government on Saturday announced a slew of measures to ensure the safety of women in workplaces, particularly at state-run hospitals, where they have to work on night shifts, too, including designated retiring rooms and CCTV-monitored ‘safe zones'.

    Chief Advisor to Chief Minister Mamata Banerjee, Alapan Bandyopadhyay, announced the measures during a press meet here, amid continuing protests by doctors across the state against the alleged rape and murder of a medic at RG Kar hospital.

    Apart from hospitals and medical colleges, hostels and other places engaging women during night shifts will now come under the ambit of a flagship programme ‘Rattirer Sathi – Helpers of the Night', comprising volunteers, he said.

    In an evening development, the Mamata Banerjee government was learnt to have cancelled its bulk transfer order of 43 doctors and 190 female health assistants issued by the state health department on August 16 in the wake of fresh protests that were registered by a section of the agitating doctors.

    While the government had initially called the transfers “routine” and insisted that most doctors were being moved from the periphery regions to the vicinity of Kolkata, the United Doctors Front Association, a nation-wide body of doctors, called the move “unjust” and an “attempt to silence demands for justice and security”.

    State health secretary N S Nigam told reporters, “The transfer order was issued sometime back. We cancelled it today because had the transfers been brought to effect, it would have further disrupted the services these doctors were providing to patients under the current situation.     Kolkata Doctor Rape and Murder Case Live: CBI to conduct psychological assessment of accused

    The CBI will conduct a psychological assessment of Sanjay Roy, the accused in a rape-and-murder case of a doctor in Kolkata that has triggered nationwide protests, officials said on Saturday.

    A team of psychological and behavioural analysts from the Central Forensic Science Laboratory (CFSL) in Delhi has arrived in Kolkata to conduct the necessary tests, they said.

    The Central Bureau of Investigation (CBI) has already taken Roy into custody.

    The federal agency questioned Dr Sandip Ghosh, the former principal of the RG Kar Medical College and Hospital, where the incident took place, for a second consecutive day on Saturday in connection with the alleged rape and killing of the trainee doctor.

    The agency had taken Ghosh for questioning on Friday and it continued till 1:40 am on Saturday.

    The body of the 31-year-old postgraduate trainee doctor, who was allegedly raped and killed inside a seminar hall of the state-run hospital, was found on August 9. Roy, a civic volunteer, was arrested in this connection.

    The victim's parents had moved the Calcutta High Court, seeking a court-monitored investigation in the case. Several other public interest litigation (PIL) pleas were also filed, demanding a CBI probe into the incident.

    A preliminary autopsy report suggested that the victim was sexually abused and killed. It said she was bleeding from her eyes, mouth and private parts. There were also injuries on her left leg, neck, right hand, ring finger and lips. (PTI)

    Kolkata Doctor Rape and Murder Case Live: Madhya Pradesh HC asks protesting doctors to return to work immediately

    The Madhya Pradesh High Court here on Saturday directed protesting doctors in the state to call off their strike over the brutal rape and murder of a young doctor in Kolkata immediately, and return to work.

    Since Friday, doctors across the state have stopped work barring emergency services as part of the nationwide protest.

    The high court also issued notices to the Indian Medical Association (IMA), Madhya Pradesh Shaskiya and Swashasi Chikitsak Mahasangh, Prantiya Samvida Medical Officers Association and Junior Doctors Association, Madhya Pradesh after the petitioner sought that they be made respondents.

    The court accepted the undertaking by advocate Mahendra Pateria on behalf of the Junior Doctors Association, Gandhi Medical College, Bhopal, that their strike will be withdrawn immediately.

    "In view of the assurance given on behalf of the state government, we urge the Junior Doctors Association, Madhya Pradesh to also withdraw their call for strike and resume duties," said a division bench of acting Chief Justice Sanjeev Sachdeva and Justice Raj Mohan.

    The HC was hearing a petition filed by Anshul Tiwari, a resident of Narsinghpur district, challenging the strike.

    Advocate Pateria submitted that the protesting doctors would produce a list of their grievances on the next date of hearing.

    "They are permitted to bring up their grievances and issues that they may have before this court on the next date of hearing," the court order said. (PTI)

    CPI(M) general secretary Sitaram Yechury on Saturday said the vandalism at Kolkata's RG Kar Medical College and Hospital was an attempt to "cover up the truth", and called for ensuring justice to the woman trainee doctor who was raped and murdered at the health facility last week.

    On Thursday early morning, a group of people vandalised the emergency department, nursing unit and medicine store, and damaged CCTV cameras as a large number of people, including medics, were protesting against the incident.

    West Bengal Chief Minister and TMC supremo Mamata Banerjee on Friday accused opposition CPI(M) and BJP in the state of orchestrating vandalism at the hospital and attempting to obscure the truth behind the rape and murder of the trainee doctor by spreading fake news on social media.

    In a post on X, Yechury said, "This vandalism on doctors protesting against the horrific rape and murder of a fellow doctor in RG Kar Medical College is a disgraceful attempt to silence justice and cover up the truth".

    The IMA on Saturday sought Prime Minister Narendra Modi's "benign intervention" to bring a central law to check violence against healthcare personnel and declare hospitals as safe zones with mandatory security entitlements.

    These are among the demands made by the apex doctors' body in the backdrop of the alleged rape and murder of a medic at the state-run RG Kar Medical College and Hospital in Kolkata and the subsequent vandalism at the facility.

    All essential services are being maintained and casualty wards manned, the IMA said in a statement.

    "The 36-hour shift that the victim was in and the lack of safe spaces to rest and adequate restrooms warrant thorough overhaul of the working and living conditions of resident doctors," it added.

    It has also demanded that hospitals be declared as safe zones, with the first step being mandatory security entitlements.

    "Security protocols at hospitals should be no less than at airports. Declaring hospitals as safe zones with mandatory security entitlements is the first step. CCTV cameras, deployment of security personnel and the protocols can follow," the IMA said.

    It has demanded a central act incorporating the 2020 amendments in the Epidemic Diseases Act of 1897 into the draft Healthcare Services Personnel and Clinical Establishments (Prohibition of Violence and Damage to Property) Bill, 2019, saying it would strengthen the existing 25 state legislations.     Union Minister Shivraj Singh Chouhan on Saturday demanded justice for the trainee doctor raped and murdered at a government hospital in Kolkata while stating that West Bengal Chief Minister Mamata Banerjee has become "nirmam" (ruthless) and "jungle raj" prevailed in her state.

    The rape and murder of a postgraduate trainee doctor at the RG Kar Medical College and Hospital in Kolkata on August 9 has caused nationwide outrage, sparking protests by doctors across the country.

    During a demonstration against the heinous crime in the early hours of August 15, a mob ransacked parts of the hospital.

    Talking to reporters, Chouhan said the incident was a blot on the face of civilised India.

    Kolkata Doctor Rape and Murder Case Live: Gurugram private doctors suspend work in protest against Kolkata medic's murder

    Doctors of private hospitals in Gurugram went on a strike on Saturday in protest against the rape and murder of a trainee doctor at Kolkata's Medical College and Hospital.

    At the call of the Indian Medical Association-Gurugram, doctors suspended OPD and operation theatre services, an IMA official said.

    Doctors, along with the members of the Lions' Club and other bodies, gathered at John Hall in the morning from where they took to the street, demanding justice for the medic.

    IMA's District President Dr Ajay Sharma said that the medics will be on strike till 6 pm Sunday and only emergency services will be operational.

    "The culprits must get maximum punishment as soon as possible. The central government must make a law on the 2019 draft to prevent violence against medical establishments and personnel," said Dr Suresh Vashishtha, who was part of the foot march.

    Kolkata Doctor Rape and Murder Case Live: Private hospitals join doctors' strike in Delhi, shut down OPDs

    With each passing day, a doctors' strike over the alleged rape and killing of one of their colleagues in a Kolkata hospital is gaining momentum as major private hospitals in Delhi joined the protest on Saturday, shutting down their OPDs, elective surgeries and IPD services.

    Resident doctors in the capital have been on an indefinite strike since Monday. As the strike entered its sixth day on Saturday, private hospitals also joined the protest alongside government hospitals.

    Hospitals like Sir Ganga Ram, Fortis and Apollo have halted their OPD, elective surgeries and IPD services.

    Fortis Hospitals, in a statement, said, "We are deeply saddened and shocked by the horrific incident in Kolkata. Such acts of violence, particularly against those who dedicate their lives to healing others, are deplorable and call for swift justice.

    "At Fortis Hospitals, we stand in solidarity with the Indian Medical Association and the wider medical community in condemning this act. We respect the sentiments of our doctors and will support those who wish to participate in the nationwide shutdown. Essential services will continue to be provided to ensure that patient care is not compromised." Resident doctors from all major hospitals in Delhi have been protesting, taking out marches and holding candlelight vigils demanding justice for the Kolkata victim and over safety concerns.

    Earlier, doctors from private hospitals also protested by wearing black bands on their arms.

    OPDs at the Apollo Hospital are shut and only emergency services are being provided, according to sources at the facility. "Apollo has also joined the protest," a source said. (PTI)

    The Union health ministry on Saturday said a committee will be formed to suggest all possible measures for ensuring the safety of healthcare professionals.

    Representatives of all stakeholders, including the state governments, will be invited to share their suggestions with the committee, it added.

    The ministry has requested the doctors agitating across the country over the alleged rape and killing of a resident doctor at the RG Kar Medical College and Hospital in Kolkata to resume their duties in the larger public interest and in view of the rising number of dengue and malaria cases.

    Kolkata Doctor Rape and Murder Case Live: Medical services hit across Bihar as part of IMA strike

    Medical services were hit across Bihar on Saturday as doctors struck work in protest against the brutal rape and murder of a young lady doctor in Kolkata last week.

    The protest, organised under the banner "Awaaz Tolo Nari" (Raise Your Voice, Women), on Friday, took place at the Raju Sculpture in Dhaka University where demonstrators held placards with messages such as "Hang the Rapists", "Am I Next?", "Stop Violence", and "Don't Be an Alpha Male, Question What It Represents", the Dhaka Tribune newspaper reported.

    A group of Indian doctors and medical students in the UK have issued an open letter this weekend demanding justice for the postgraduate trainee doctor who was brutally raped and murdered at R G Kar Medical College and Hospital in Kolkata.

    The letter condemns the "brutal rape and murder of an on-duty female doctor” at the hospital and the “inaction” of the West Bengal government in its response to the incident last week.

    The letter follows a peaceful protest staged outside India House in London and similar gatherings in UK cities such as Edinburgh and Leeds in solidarity with the doctors protesting in India.

    “The absence of investment in public infrastructure and safety measures has a disproportionate impact on women, who are already marginalised by the patriarchal social conditions.     Kolkata Doctor Rape and Murder Case Live: Former R G Kar Hospital principal appears before CBI for second day

    The former principal of R G Kar Medical College and Hospital Dr Sandip Ghosh on Saturday appeared before the CBI for questioning for the second consecutive day in connection with the rape and murder of a doctor.

    On Friday, the agency escorted the former hospital principal for questioning which continued till 1.40 am on Saturday.

    Ghosh was made to sit in a room at the CBI's city office here at the CGO Complex till 9.30 pm on Friday after which the grilling session started, an officer said.

    Ghosh reached the CBI office for the second time a little before 10.30 am on Saturday for his second round of questioning.

    During his first round of questioning, the former principal was asked about his first reaction after getting the news of the doctor's death whom he instructed to inform the family and how and who contacted the police, the officer said.

    "Certain answers were convoluted. He was grilled till early Saturday and then allowed to leave for home," the officer told PTI.

    The former principal had resigned from the post two days after the body was discovered. The body of the post-graduate trainee doctor was found in the Kar Hospital's seminar room on August 9. Police arrested a civic volunteer the next day in this connection. (PTI)

The Associations have put forth their demands regarding their concern over the safety and security of healthcare workers at the workplace. The Union Ministry of Health & Family Welfare has heard the demands of the representatives and assured them of all possible efforts to ensure the security of healthcare professionals. The representatives of all the Associations were informed that the Government is well aware of the situation and is sensitive to their demands. It was observed that 26 States have already passed legislation for protection of healthcare workers in their respective states. In view of the concerns expressed by the Associations, the Ministry assured them of constituting a Committee to suggest all such possible measures for ensuring the safety of healthcare professionals. Representatives of all stakeholders including the State Governments will be invited to share their suggestions with the Committee."

    A case has been registered against a doctor in Gujarat's Amreli city for allegedly waving his licensed pistol while addressing doctors and medical students assembled to protest the Kolkata rape-murder, police said on Saturday.

    The incident took place around 9.30 pm Friday when a large number of medical students and doctors had gathered at the city's Rajkamal Chowk for a candle march, said Deputy Superintendent of Police (DySP) Chirag Desai.

    During his address before the start of the candle march, Dr GJ Gajera, a private practitioner, brandished his licenced pistol “with the intention to create fear among the public”, Desai said.

    Junior doctors at RIMS-Ranchi have been on ceasework since August 13 to protest against the rape and murder incident of the trainee doctor in Kolkata. Doctors at five other medical colleges in the state joined the stir on Friday.

    IMA Doctors' Strike Live: OPDs in Punjab, Chandigarh to remain shut today, private doctors also join strike

    The PGI Chandigarh Faculty Association has announced that all outpatient department (OPD) services at PGIMER will be shut on 17 August, though emergency and critical care will continue.

    The Out Patient Departments (OPDs) of all government hospitals in Punjab are also likely to be hit by the strike in support of the Kolkata doctors who are protesting the rape and murder of a junior doctor of the West Bengal government-run RG Kar Medical College and Hospital.

    Sources said doctors who practice in private chambers will not attend to patients on Saturday. They added that private hospitals will only handle emergency cases.

    The National Commission for Women (NCW) constituted a two-member inquiry committee to look into the ongoing investigation of the rape and murder of a trainee doctor at RG Kar Medical College and Hospital in Kolkata.

    It put out its preliminary findings on Friday night and is said to have "uncovered lapses in security, infrastructure, and investigation".

    Inadequate Security: The incident occurred when there were no security guards present and insufficient security coverage for on-call interns, doctors, and nurses during night shifts.

    Poor Facilities: The hospital lacks basic amenities for female staff, including poorly maintained washrooms, inadequate security measures, and insufficient lighting.

    Incomplete Investigation: The questioning of the former Principal, who resigned after the incident, remains incomplete. The Committee calls for a thorough and expedited investigation.

    Lack of Protection: There is inadequate safety and protection for on-call female interns, nurses, and doctors.
