Chief Minister Mamata Banerjee’s wish to advance the panchayat election hit a stumbling block on Saturday after the Election Commission of India refused the state’s demand to defer the work of electoral roll revision.

On Thursday,Chief Secretary Samar Ghosh wrote to ECI requesting to defer the electoral roll revision,which is scheduled to start from October 1,on the ground that district officials will be overburdened if they are engaged in revising the electoral roll and doing panchayat election-related works.

Today the ECI wrote to the state saying it cannot defer roll revision. State officials feel the ECI’s letter has virtually made the advancement of panchayat poll impossible. Executing panchayat election-related works will be difficult if the district officials are engaged in revising the electoral roll,officials said.

However,the ECI has told the state government that the last date of announcing the final electoral roll will be advanced to January 2 from January 15 as planned. Now the question arises that if the panchayat poll is advanced,which electoral roll will be used in the election? Will it be the 2012 electoral roll or the 2013 electoral roll?

Ghosh said: “Both the preparation for election and work on revision of electoral roll can go together. It is the State Election Commission which will decide on which electoral roll will be the basis of the panchayat election. Discussion with the state government and the state election commission will be held in this regard.”
