A Delhi Police inspector was arrested after a 25-year-old woman committed suicide and left behind a note accusing him of “torture” and “harassment”, said police Saturday. In the note, she alleged that the inspector resorted to “torture” while questioning her on the whereabouts of the man she was in a live-in relationship with, added police.

DCP Madhur Verma (north) said, “Inspector Dinesh Kumar was posted at Vijay Vihar police station as a station house officer for a year. He has been arrested and booked under charges of abetment to suicide. We are investigating the case from all possible angles.”

Sources said police were on the lookout for the live-in partner, Ram Niwas, after his wife filed a complaint against him. Niwas is facing at least six cases of murder, rape, attempt to murder and trespass, added the sources. Police said on Friday evening, the woman, identified as Rekha, committed suicide by consuming a poisonous substance outside Tis Hazari Court.

A civil defence volunteer found Rekha unconscious and informed police. She was taken to a government hospital where doctors declared her dead, said an officer. Police recovered a suicide note from the spot in which Rekha alleged she was “depressed” as Kumar had tortured her for information on Niwas.

Rekha lived in Vijay Vihar along with Ram Niwas, his wife, Rita, and their three children. According to Rita, Rekha was living in the house against her wishes. “Every time I asked my husband why Rekha was continuing to live with us, he would torture me and beat me up ” she alleged.

Rita added, “On April 20, I filed an FIR at Vijay Vihar police station against my husband after he assaulted me. But before the police could come, he fled to a friend’s house. The next day, the SHO (Dinesh Kumar) called Rekha, my husband’s friend and his wife for questioning. But they were allowed to go later,” said Rita.

According to Rita, Rekha would “stage attempted suicides” and blame her husband’s rivals at Niwas’s behest. “My husband used Rekha to target his rivals. In one such instance, he fought with his business partner and made a PCR call.

To make his case stronger, he asked Rekha to lodge a false molestation case against his partner,” alleged Rita.
Police said prime facie, the note was written by Rekha. Sources, however, said investigators suspect its authenticity and have sent it for forensic analysis.

According to police sources, in 2005, Rekha had tried to commit suicide by consuming a poisonous substance in order to trap Niwas’s rival. A case had been registered at Sultanpuri police station. Niwas works as a cable operator in Vijay Vihar. Rekha was his friend’s sister.
