Voters’ registration centres to add UID enrolment facility

As part of preparation for the upcoming Assembly elections,the Revenue department of the Congress-led Delhi government has asked the State Election Commission to have provisions for Aadhaar enrolments at the Voters’ Registration Centres (VRCs) across the city.

As part of preparation for the upcoming Assembly elections,the Revenue department of the Congress-led Delhi government has asked the State Election Commission to have provisions for Aadhaar enrolments at the Voters’ Registration Centres (VRCs) across the city.

Principle Secretary (Revenue) Dharam Pal told Newsline that all 70 VRCs across the city would provide single-window service by enrolling people for Aadhaar from Monday. “More and more services will eventually be linked to Aadhaar. While over 90 per cent of the population is already enrolled,we have looked into the requirement for enrolment centres,” Dharam Pal said.

Including VRCs,Delhi has 200 venues where people can enrol for Aadhaar. For now,only the Revenue department has linked delivery of services to Aadhaar,which means that all services rendered by the department will require the applicant to provide Aadhaar details.

Apart from registration and solemnisation of marriages,the notification issued by Rajiv Kumar,SDM (HQ),dated December 20,2012 and effective since January 1,2013,states that guidelines pertaining to integration of Aadhaar numbers for various services would include “issue of certificates for SC/ST,OBC,income,nationality,domicile,surviving members and solvency; as well as issue of delayed birth and death orders”. Future applications will only be accepted if the applicant’s name,photo and address on the Aadhaar card matches those mentioned in the form,the notification says.

The notification says: “The Aadhaar card information of applicants should be mentioned in the prescribed application forms for registration of marriages under the Hindu Marriage Act; registration of marriages under Special Marriage Act; solemnisation of marriages; and registration of various documents in the sub registrar’s office.”

Senior officials said the State Election Commission had earlier proposed to the Election Commission of India on integrating Aadhaar with the election photo IDs to overcome the problem of bogus voters and duplication. Officials,however,said there is a long way to go before institutionalising Aadhaar.

While the Delhi government has already announced the addition of all nine centrally-sponsored schemes and Aadhaar-enabled Direct Cash Transfer,Chief Minister Sheila Dikhsit had earlier suggested inclusion of Aadhar numbers on university degrees and birth certificates.

“Each Aadhaar number is unique to an individual and remains valid for life. While it helps in accessing services,it is a revolutionary method to overcome bogus beneficiaries and duplication,” Dikshit had earlier said.
