Stumbling Block DDA was to build 40 towers with 2,709 flats by 2010,over half were delayed.

Around 400 flats at D-6,Vasant Kunj, allotted by Delhi Development Authority (DDA) in 2010,are yet to be completed despite having missed several deadlines. The DDA is yet to issue demand letters to people allotted these flats.

According to DDA,there is no clarity on when these flats will be ready, but allottees claim that the contractor working on site has told them that they are unlikely to be ready before a year.

“The incomplete flats are located in Ganga Tower, which is still under construction. Earlier, there were problems related to the contractor, which were followed by issues of power and water supply. We are hoping that these flats will be ready soon,so that we can issue demand letters to the allottees,” a DDA official said, without specifying when the work would be completed. The first deadline for handing over these flats was September 2011.

The 2,709 flats at D-6,Vasant Kunj were supposed to be ready before Commonwealth Games 2010. The complex was made to specially house tourists and guests visiting the city during the Games. Of the 40 towers, which were supposed to be constructed, only 20 were ready by October 2010. “It is going to take at least a year for these flats to be ready for occupancy. We have been visited the DDA office several times to ask them about the reason behind the delay, but have got no clear answer,” Narendra Papi, who was allotted a flat in Ganga Tower, said.

People who were allotted flats in other towers, such as Yamuna, claim that they will have to bear the costs of making their flats habitable. “I cannot shift into the flat handed over by DDA. I will have to invest some more money to make the flat presentable. There is no approach road leading to the tower and no boundary wall around it,” Anjan Meher, who has been allotted a flat in Yamuna Tower in Vasant Kunj, said.

Allottees of Mukherjee Nagar DDA flats claimed that despite repeated complaints to the land agency, water is still not available in their complex. Several allottees from the DDA housing scheme in 2010 had protested against the lackadaisical attitude of the DDA last year, which had led to suspension of some DDA officials.
