Three days on,Metro acts: stretch in-charge sent back

Three days after Sunday morning’s accident at the construction site in South Delhi’s Zamrudpur that left six employees dead,Delhi Metro on Wednesday sent a senior official in charge of the stretch back to the railways.

Vijay Anand,director (projects) with the Delhi Metro Rail Corporation (DMRC),told Newsline that as second in-charge of the project (Central Secretariat to Badarpur stretch) he had owned “moral responsibility” and asked to be sent back to the Indian Railways.

A civil engineer of the Indian Railways Service of Engineers (IRSE) cadre,Anand had joined DMRC in September 2001 as chief project manager.

He was appointed director (projects) in October 2007.

Wednesday’s decision came ahead of the high-level inquiry team’s report,expected to be tabled by July 22.

Anand was also supervising the Yamuna Bank to Anand Vihar corridor: an accident on this stretch,on Vikas Marg,last October had claimed two lives and left 12 others injured.

The Central Secretariat-Badarpur line was also under Anand’s supervision — he was responsible for the planning and design execution of the corridor. DMRC sources said Anand was responsible for overlooking the clean-up operations after Sunday’s accident when cranes involved in the operation crashed at the site on Monday. The second incident left six workers injured.

Some DMRC officials said Anand’s track record in DMRC over the last eight years has been “outstanding”. According to these officials,owing to his “high performance”,Anand was made responsible for planning,designing,execution,monitoring and commissioning of the 20-km Line 3 (Indraprastha-Dwarka Sector 9).

Delhi Metro chief E Sreedharan had also owned “moral responsibility” and resigned after Sunday’s mishap but took back his resignation a day later.
