Sheila meets Tihar D-G,seeks report on ways to improve security of inmates

Following the recent alleged suicides by two inmates in Tihar Jail,including Ram Singh the prime accused in the December 16 gangrape case,Chief Minister Sheila Dikshit has sought a report from jail authorities on improving security.

The report is to be completed and submitted to the government within 14 days and will include improvements in technology,manpower and psychiatric facilities.

Tihar Jail Director-General Vimla Mehra met Dikshit on Monday evening to discuss improvements in security following the two suicides. “We wanted to review measures in place and what is required. We have assured jail authorities that funds will not be a problem. We have only requested a blueprint of what is required to make Tihar Jail less vulnerable to such incidents,” Dikshit told Newsline. The meeting was also attended by Chief Secretary D M Spolia and Principal Secretary (Home) Arvind Ray.

The Delhi government has been under fire from Opposition BJP,which also disrupted Assembly proceedings over the issue on Friday. Ram Singh was found hanging in his jail cell on March 11 and a 30-year-old woman inmate allegedly committed suicide in the jail on March 14.

Senior government officials said the blueprint for improving security would include installing modern technology and increasing manpower. “We will consider new technologies available,including methods of tracking all inmates lodged in the jail. We will also look at installing better and more CCTV cameras across the jail premises to increasing security and plug any loopholes,” an official said. He said they were also looking at better scanning equipment to ensure unauthorised devices are not smuggled into the jail.

Sources said jail authorities were looking at ways to improve psychiatric facilities available to inmates. Authorities had earlier said the 30-year-old inmate who allegedly hanged herself on March 14 was being treated for depression. “In the aftermath of the March 10 and March 14 incidents,we are looking at ways of improving psychiatric facilities and counselling available to the inmates so such incidents can be prevented,” a senior official said.

Ram Singh death: Action against 2 jail officers

Senior Delhi government officials on Monday said action had been initiated against two jail officers who were on duty the night Ram Singh allegedly committed suicide. However,Tihar jail authorities said the internal probe into the incident was submitted only on Monday. Sources said the internal probe report found that two officers posted in Ram Singh’s ward were supposed to make hourly rounds throughout the night,but CCTV footage showed otherwise.
