Grappling with a spike in crime and road accidents, the Gurgaon police have alerted the civil administration that lack of street lighting and poor planning are now a major safety concern.

In a letter by Joint CP (Traffic) Bharti Arora, police have alerted the administration that 500 street lights on the Delhi-Gurgaon Expressway were non-functional and 17 main sectoral roads had poor visibility due to a lack of street lights.

The letter — sent to the Haryana Urban Development Authority (HUDA),Municipal Corporation of Gurgaon (MCG) and D S Construction Pvt Ltd,the concessionaire of Delhi-Gurgaon Expressway,in September — said surprise inspection by police teams had found many stretches in darkness.

The audit report also revealed that the majority of non-functional street lights were on main sector roads. These areas include the stretch from HUDA City Centre to South City, IFFCO Chowk to Sikanderpur Metro station,Bristol Chowk to Sector-42,HUDA City Centre to Sector-42 and MLN Flats to Sector-29 junction.

The report said the unlit spots were found all along the Old Delhi Road, from Mata Road to Palam Vihar Road,Bhuteshwar Mandir to Jail Road and Khandsa Road — from Sector 4 and 7 Chowk — to Dhanvapur road. The Golf Course Road, along which many high-end apartment complexes are located, and areas around IT Parks were also found to be in darkness.

Preena Agrawal,a resident on Sohna Road, said: “It is unsafe to travel on your own at night through these areas. Many busy stretches such as the Golf Course Road are completely dark. Authorities should be held responsible for non-functional street lights as Gurgaon is infamous for crimes against women.”

“Gurgaon-Faridabad expressway that passes through DLF Phase-I has no street lights. Despite promises and assurances by HUDA officials,40 per cent of Ardee City Road is in darkness. Lack of street lights increases chances of crime and road accidents,” a police officer said.

HUDA officials said they had met traffic police officers and were chalking out a plan to illuminate streets better. Y K Garg,Executive Engineer,MCG,said,“Work to repair lights which are on the blink has already begun.”

The police audit also points to anomalies in planning. Spokesperson of the Gurgaon-Faridabad expressway concessionaire,Reliance Infrastructure Pvt Ltd,said their contract did not mention anything about the concesisonaire having to provide and maintain street lights.

“We are only responsible for illumination at junctions,” the spokesperson said.

The spokesperson of the Delhi-Gurgaon Super Connectivity concessionaire said “most of the non-functional lights on the expressway have been repaired over the past week and are now operational”.
