‘Phansi ghar’ row: Kejriwal, other AAP leaders skip Privileges Committee summons

Former Delhi Chief Minister and Aam Aadmi Party (AAP) convenor Arvind Kejriwal and other party leaders did not appear on Thursday before Committee of Privileges amid the phansi ghar row.

Apart from Kejriwal, other party leaders — former deputy CM Manish Sisodia, former Assembly speaker and deputy speaker Ram Niwas Goel and Rakhi Birla – were summoned last week by the Committee to discuss the authenticity of the gallows room. Labelled as a British-era structure by the previous government, the phansi ghar was inaugurated in 2022 by Kejriwal, the then CM.

A controversy broke out earlier this year in August when BJP MLA and Assembly Speaker Vijender Gupta told the House that the structure was actually a “tiffin room” as per records. CM Rekha Gupta had accused the AAP government of misleading people.

However, in reply to the committee, Kejriwal objected to the notice and called it “vague”, saying that the committee issued a notice three years after the inauguration and dissolution of 7th legislative Assembly. “What has this phansi ghar got to do with legislative functioning of the House? Nothing…If you (Assembly) had not reserved a plan in the earlier Assembly to continue with this, you can’t now…The (preceding) House (led by AAP) is gone, it can’t be done, there was no pending motion,” senior advocate Shadan Farasat, appearing for the AAP leaders, submitted before Justice Sachin Datta of the High Court on Wednesday.

On Wednesday, Kejriwal and Sisodia — while challenging the summons in the High Court – said the structure has nothing to do with the functioning of the Assembly.

The Committee countered the argument, saying that it was a “classic case of jumping the gun”.
