Parallel flyover on RTR Marg cleared to free key airport link

PWD Minister says DUAC has shown green light to project,will go to Cabinet next week

Ending a long wait to decongest a key South Delhi stretch to the airport,the Delhi Urban Art Commission (DUAC) on Tuesday cleared construction of a flyover parallel to the existing single-carriageway Rao Tula Ram Marg flyover.

The project is expected to get Cabinet approval next week. Work on the project will start in another six months,according to Delhi government. The proposed flyover will start from the elevated carriageway of Munirka flyover and will come up on stilts so that traffic on the ground can move freely.

PWD Minister Raj Kumar Chauhan said: “We have been pushing for construction of the parallel flyover along RTR Marg for a while and have finally got clearance. The DUAC gave the go-ahead on Tuesday and now the proposal will be tabled before the Cabinet for approval sometime next week. The flyover will cost Rs 140 crore.’’

The RTR Marg flyover,which serves as a key link to the airport and NH-8,has been the subject of considerable debate — and the reason for a traffic nightmare — ever since a handful of Palam Marg residents,whose bungalows face the road,opposed the takeover of a service lane outside their houses for the project. The flyover was reduced to a single carriageway,resulting in a traffic bottleneck and daily chaos.

Last year,when the matter of a parallel flyover came up,TV commentator Karan Thapar,who is one of the Palam Marg residents,wrote to then Lt Governor Tejendra Khanna,requesting him to intervene and ensure that the width of the service lane outside Palam Marg houses 1-8 is not reduced.

The PWD says the width of the service lane may have to be reduced. “The carriageway will have to be widened,leading to reduced width of the service lane outside these houses,’’ a PWD official said.

When his comments were sought on Tuesday,Thapar said he did not wish to speak on this issue. He directed the reporter to the president of the Vasant Vihar residents welfare association.

Kailash Vasdev,president of the Vasant Vihar RWA,said: “We are compelled to resign to our fate and accept whatever comes our way. Let them do what they want. The residents of Vasant Vihar are frustrated and tired.” The RWA claims that residents have only one entry and exit point to the colony.

But an official said: “Provision of two lanes under the portals has been kept for traffic to access colonies adjoining the Outer Ring Road and for right-turning traffic at RTR.’’

The new three-lane flyover will run parallel to the existing flyover at RTR Marg and land near Niryat Bhawan. The length of the flyover will be 2.2 km.

“The flyover will emerge out as an arm of the existing six-lane Munirka flyover and will go over Vivekananda Marg,Nelson Mandela Marg and Poorvi Marg intersection. It will also run parallel to the existing RTR Marg flyover,going over RTR Marg and Benito Juarez Marg intersections,’’ a PWD official said.

“A preliminary estimate for the project,seeking administrative approval and expenditure sanction from Delhi government,will be discussed on Thursday,’’ the official said. Thereafter,a detailed project report will be prepared and tenders will be called. This process is likely to take six months.

UNDERPASS & SKYWALK

To decongest RTR Marg and Dhaula Kuan,traffic will now be diverted to the Benito Juarez Marg which was not utilised by traffic coming from the airport and NH-8 because it did not provide a right turn on the Ring Road to go towards Moti Bagh and New Delhi.

“The DUAC has also approved our proposal to construct an underpass for traffic on BJ Marg moving towards Ring Road and San Martin Marg on the other side of Ring Road. The right turn facility from BJM towards Ring Road and San Martin Marg will also decongest RTR and Dhaula Kuan,’’ Chauhan said.

It will also provide smooth connectivity between colleges of the South Campus. Vehicles coming from the airport and NH-8 will also have an alternative to RTR Marg to head towards Central Delhi and New Delhi which will result in decongestion o RTR Marg.

The proposal also involves construction of a 590-metre skywalk connecting an upcoming Metro station and foot overbridge on the Ring Road to various points on the Benito Juarez Marg.
