Now, Delhi residents can apply online to get back their overage vehicles or sell them

Delhiites will no longer have to run from pillar to post to retrieve their overage vehicles or obtain a No Objection Certificate (NOC) to sell them as the transport department has launched an online portal that streamlines the entire process.

This comes following the resumption of the enforcement drive against petrol and diesel vehicles, which have completed 15 and 10 years, on October 11.

Developed on the Delhi High Court’s directions, the portal went live Tuesday and has received over 100 applications, said officials.

The court’s directions came last year after several owners of overage vehicles that were towed away filed petitions to get them released. The court directed the Delhi government’s Transport Department to prepare a policy with guidelines for handling ‘End Of Life’ vehicles (ELVs) in public places, in addition to an online portal.

“The portal is live and we’ve received about 100 applications. It has guidelines for ELVs and a Standard Operating Procedure (SOP) to help people understand the entire process — filling up the form; procedure/documents needed to get vehicles released; and rules if the vehicle is based out of Delhi, etc…,” said a senior transport department official.

The official said as the system has been developed for the first time, it will take about two to three weeks to process applications initially. Later, it will take just a week. “Everything will be transparent and faceless… Even payment of fines and submission of undertakings can be done online. The department will also have records of first-time and repeat offenders,” said the official.

As per data shared by the department, 1,868 vehicles have been impounded until October 22 evening. Of these, 50% are e-rickshaws.

The procedure

– For those who want their ELV released, an application must be submitted on the portal. The department’s Scrapping Cell will scrutinise the application and upload documents.

– For owners of vehicles registered in Delhi-NCR who intend to shift their vehicle out, they must give an undertaking that it will not ply or be parked in the city. The department will then issue an NOC.

– For those who wish to park their vehicle in Delhi in a private space, which is not a shared place, they have to give an undertaking that the vehicle will neither ply nor be parked in any public space or kept in a shared parking lot, although that may be a part of a residential complex, within the NCT of Delhi.

“The owner will have to submit proof of private parking space issued by RWA or a relevant authority… For vehicles registered outside Delhi-NCR, the owner will have to explain why they are plying or are parked in Delhi along with an undertaking that they will not enter the Territory of NCT of Delhi,” said officials.

– Officials said the Scrapping Cell will issue a provisional release order or NOC after it finds the application satisfactory. “The order will also provide details for making the necessary payment,” said an official.

The SOP issued on October 21 by Shahzad Alam, Special Commissioner, (Scrapping Cell), stated: “Deputy Commissioner (Scrapping Cell) shall be the competent authority to release ELVs… Unauthorised action or bypassing of established protocol shall be treated as a violation and may invite blacklisting of RVSF (Registered Vehicle Scrapping Facility).”

Owners of four-wheelers will have to pay Rs 10,000 as penalty while it is Rs 5,000 for two- and three-wheelers.

Owners will also have to pay parking and towing charges to RVSF during the release of the vehicle. Two-wheelers, autos, and e-rickshaws must pay Rs 200 each (parking and towing charge). For light passenger vehicles like cars, the towing charge is Rs 400 and parking charge is Rs 500. This will come into effect 48 hours after the vehicles are impounded.
