Lieutenant Governor Vinai Kumar Saxena
Alleging that it was functioning “unconstitutionally” for the last three-and-a-half years, a BJP delegation called on Lieutenant Governor Vinai Kumar Saxena with complaints related to the Delhi Legislative Assembly – especially the omission of the question hour – on Thursday.
Led by Delhi BJP president Virendra Sachdeva and Leader of Opposition in the Delhi Legislative Assembly Ramvir Singh Bidhuri, the delegation consisted of the party’s seven other MLAs who asked for Saxena’s intervention to “uphold the dignity” of the House. A two-day session of the Assembly has been convened on August 16 and 17.
“There is no discussion on Delhi’s issues and problems in the Assembly and its purpose has been reduced to providing a platform for making derogatory remarks against the central government, Prime Minister, Home Minister, Lieutenant Governor and officers,” Bidhuri alleged.
“The L-G has assured us that the matter will be looked into and asked for specific instances of departure from rules and regulations that govern the functioning of the House; we will provide these soon,” the LOP said.
Coming in the wake of the passage of the Government of National Capital Territory of Delhi (Amendment) Act, 2023, on Monday, the delegation, during the visit, alleged that by “ending” the question-answer session, the constitutional rights of legislators were being “violated”.
According to the party, the opposition MLAs informed the L-G that issues related to the capital, such as alleged corruption, electricity, water, transport, health, pollution and dilapidated roads among others, were allegedly “never discussed” and not a single proposal sent by the opposition for discussion had been accepted so far.
“Despite mandatory notices of 15 days for annual, monsoon, and winter sessions within a year, the rule is not followed. Even in regular sessions like the budget session, question-answer time has been curtailed. The session convened on August 16-17 is also an emergency session, and there is no question-answer time in it as well,” Bidhuri alleged.
The LOP also said that BJP leaders informed Saxena that Assembly sessions were not only “adjourned abruptly” – the same had been acknowledged by Home Minister Amit Shah in the Parliament – but were convened “only to allow to exchange of derogatory remarks openly” against the central government and its functionaries.
