Delhi News Highlights, November 30: The Enforcement Directorate (ED) Wednesday told a Delhi court that there was largescale destruction of evidence in the excise policy money laundering case and accused Delhi Deputy Chief Minister Manish Sisodia and other suspects of allegedly changing their mobile phones multiple times amounting to a loss of a “whooping sum of Rs 1.38 crore”. The agency made the submissions through its special public prosecutor NK Matta who sought 14-day custody of Amit Arora, a businessman, who was arrested by the agency earlier in the day and produced before Special Judge MK Nagpal. The court remanded the accused to ED custody till December 7. It noted that the accused “played a vital role in the criminal conspiracy and he had also been involved in payment of kickbacks to ensure the said objective”.

The Delhi Police summoned the clinical psychologist who allegedly dated Aaftab Poonawala in Delhi, officials said on Wednesday. Poonawala and the woman met on the Bumble app in June-July, and she visited his rented accommodation in Chattarpur Pahadi, where Poonawala had allegedly killed his live-in partner Shradhha Walkar in May. Police said the woman was questioned about the house, Poonawala’s behaviour and their dates. She allegedly told police she was “shocked” when she saw the news about Walkar’s murder and Poonawaala’s arrest. Police said they analysed Poonawala’s phone and found he had the app installed soon after he allegedly killed Walkar. They said that they suspect the psychologist visited the house at a time when Poonawala was still trying to allegedly discard evidence.

Meanwhile, former TV anchor Pinky Irani has been arrested by the Economic Offences Wing over her links to conman Sukesh Chandrasekhar in connection with the money laundering case. Delhi police said she was called for questioning earlier today and arrested after “sufficient evidence” was found against her. Irani allegedly worked for Sukesh as a “personal shopper” and would contact Bollywood actresses to meet Sukesh in jail.

Delhi HC asks AAP leader Satyendar Jain to approach trial court in criminal defamation case

The Delhi High Court Wednesday asked AAP leader Satyendar Jain to approach the trial court in connection with proceedings in a criminal defamation case filed against him by BJP councillor from the erstwhile North MCD Chhail Bihari Goswami.

A single judge bench of Justice Dinesh Kumar Sharma allowed Jain to withdraw his plea, granting him the liberty to pursue appropriate proceedings before the trial court. The High Court clarified at the outset that it did not go into the merits of the case.

When the matter was called, the HC asked senior advocate Rebecca John, who appeared for Jain, why they had not approached the trial court in a revision petition. “Why lose a forum,” Justice Sharma said. Read More

Laxmi Singh, UP’s first woman commissioner who took charge as Noida police chief, lists challenges ahead

Uttar Pradesh’s first woman commissioner Laxmi Singh took charge as Gautam Buddh Nagar’s new police chief on Wednesday at the Commissionerate Headquarters in Noida’s Sector 108.

As per an order dated November 28, the 2000-batch IPS officer has replaced previous chief Alok Singh, who has now taken up duties at Police HQ in Lucknow.

In her first interaction with the media, she spoke about what she expected to do and the challenges facing the Gautam Buddh Nagar police. She noted that safety and security for women would remain important and said that the perception of safety would also have to be maintained as a priority. Mika Singh’s farmhouse sealed in Sohna

The department of town and country planning (DTCP) Tuesday sealed three farmhouses, including one belonging to popular Punjabi singer Mika Singh, in the reservoir area near Damdama Lake in Sohna.

An official of the town and country planning said, “In compliance of NGT orders in Sonya Gosh vs State of Haryana and others, a demolition-cum-sealing drive was carried out with the help of police force on Tuesday against three unauthorised farmhouses in the reservoir area near Damdama Lake in Sohna.”

A team led by district town planner (enforcement) Amit Madholia, assistant town planner Sumit Malik, assistant town planner Dinesh Singh and two other officials of town and country planning department carried out the drive under its supervision. Read More

Faster wind speeds, lower stubble burning contribution: Why November has seen better air this year

This November, Delhi has seen the lowest number of ‘severe’ air days since 2015.

The average AQI this November – 320 – has also been better than the past two years. In 2020, the average AQI in November was 327, while it was 376 in 2021. The average AQI this November is the second best from 2015 onwards, according to Central Pollution Control Board (CPCB) data. From 2015, a lower average AQI of 312 was recorded only in November 2019.

This year, November has recorded three ‘severe’ air days, when the AQI was between 401 and 500, according to CPCB data. Last year, there were 11 ‘severe’ air days in November, nine in 2020, seven each in 2019, 2017 and 2015, five in 2018, and 10 in 2016. Read More

RO systems, clearing landfills, waiving house tax dues feature on Cong’s MCD poll manifesto

RO water purifying systems for drinking water, clearing the three landfills in Delhi in 18 months and waiver of outstanding house tax dues were among the promises that the Congress has made in its MCD election manifesto that was released on Wednesday.

At the manifesto’s release, Congress leader Supriya Shrinate said the main points of the manifesto had to do with basic things like water and air. “People deal with dirty tap water in homes. The RO systems are so that people don’t have to buy drinking water,” she said. ‘Day boarding’ facility at MCD schools was another promise in the manifesto – a facility that allows parents who work to leave their children at school for the day.

The manifesto also makes a mention of two schemes named after former Chief Minister Sheila Dixit – Sheila Dixit Swasthya Sahayatha Yojana for medicines at half the price, and the Sheila Dixit Gharelu Majdoor Kalyan Yojana for financial assistance for domestic workers. Assistance for domestic workers includes admissions for their children to MCD schools and financial help in case of accidents. Read More

‘Surely he can’t wait for a scan till 2024’: Delhi HC asks NIA to file status report on PFI leader Abubacker’s health

The Delhi High Court Wednesday sought National Investigation Agency’s response on former chairman of proscribed outfit Popular Front of India (PFI) E Abubacker seeking interim bail on medical grounds.

A division bench of Justice Siddharth Mridul and Justice Talwant Singh issued notice to the NIA, which was accepted by special public prosecutor Akshai Malik, and ordered, “Let the status report be filed on or before the next date of hearing. The status report shall incorporate the medical opinion of a specialist authored by AIIMS hospital qua the ailment and treatment advised therefore…in terms of the directions issued by a special judge of NIA”.

The HC further directed that a copy of the order be sent to the director of All India Institute of Medical Sciences (AIIMS). The matter is next listed on December 14. Read More

Delhi HC appoints child counsellor for son of Ukranian mother and Indian father

The Delhi High Court Wednesday appointed a child counsellor in the case of a three-year-old boy after his Ukrainian mother moved the court accusing his father of allegedly kidnapping the child and bringing him to India ‘illegally’.

During the hearing, a division bench of Justice Siddharth Mridul and Justice Talwant Singh observed that child counsellor Dr Sanju Gambhir, who was asked to be present before court, is no longer attached to the Delhi High Court mediation and the conciliation centre.

The court appointed Swati Shah, a child counsellor attached to the Delhi High Court Media and Conciliation Centre, to provide “counselling to the minor boy as is considered necessary so as to secure his emotional comfort and well-being”. Read More

Congress's civic poll manifesto promises water purifiers to poor, day-boarding at MCD schools

The Congress' Delhi unit on Wednesday promised RO water purifiers to the poor, day-boarding facility at MCD-run schools and waiving off previous house tax dues in its manifesto for elections to the civic body.

Launching the manifesto, Congress leader Supriya Shrinate said the water provided by the Municipal Corporation of Delhi (MCD) had always been "unfit" for regular use and extremely contaminated to consume.

"The water provided by the MCD has never been fit for regular use, forget consuming it. It is extremely contaminated. Delhi Congress promises 'Saaf Paani Wali Dilli, Sheila Dikshit Wali Dilli'," Shrinate said. The Congress has also promised a pollution- and garbage-free national capital. It will clear the landfill sites and provide better parking facilities for all. (PTI)

Delhi HC allows Mehbooba Mufti to withdraw plea challenging PMLA provision

The Delhi High Court on Wednesday permitted PDP leader Mehbooba Mufti to withdraw her petition challenging the constitutional validity of a provision of the Prevention of Money Laundering Act (PMLA).

The lawyer appearing for the former Jammu and Kashmir chief minister told a bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad about her decision to withdraw the petition which was filed in March 2021. The petition also challenged the summons issued to her by the Enforcement Directorate in a money laundering case and sought a stay which the court had earlier declined. The court was informed the issues raised by the petitioner have already been addressed by the Supreme Court in a decision.

Mufti had in her plea sought declaring section 50 of the Prevention of Money Laundering Act void and inoperative, being unfairly discriminatory, bereft of safeguards, and violative of Article 20(3) of the Constitution. (PTI)

2019 Jamia violence: Delhi HC seeks Centre’s response on plea seeking transfer of probe to independent SIT

While beginning to hear a batch of pleas related to the violence at Delhi’s Jamia Millia Islamia University in December 2019 during the anti-Citizenship Amendment Act (CAA) agitation, the Delhi High Court on Tuesday sought the Centre’s response to an application seeking transfer of probe to an independent special investigation team (SIT) comprising retired IPS officers.

A division bench of Justice Siddharth Mridul and Justice Talwant Singh was hearing a batch of eight pleas which were transferred to them after an October 28 order of a coordinate bench of the high court led by Chief Justice Satish Chandra Sharma. The coordinate bench had further requested the division bench to decide the matter at an early date as directed by the Supreme Court.

Appearing for one of the petitioners Nabila Hasan, senior advocate Colin Gonsalves began his submissions by saying, “…students had gathered at the gate (of the university) for a peaceful march to the Parliament. Before anything could transpire, a brutal attack on students, a kind which has not been seen in the city, where the students were mercilessly beaten, where they (police) fractured bones of many students; where they (police) entered into the girls’ hostel, beat the girls mercilessly…” Read More

DU to colleges: Fill all sanctioned assistant professor posts with immediate effect

Delhi University has instructed all colleges and departments to fill vacant assistant professor positions “immediately” regardless of any variations in classroom sizes because of a recent university notification.

Earlier this month, the DU had released a notification on classroom sizes in the university and its colleges, and fixed them at 60 students for lectures, 30 for tutorials and 25 for practical at the undergraduate level. This was met by criticism from teachers with concerns over the quality of teaching-learning and also fears that this might cut down the need for more teachers. Read more

Ahead of MCD polls, BJP pushes its redevelopment plan for Delhi

With just days to go before the civic polls in Delhi, the Bharatiya Janata Party (BJP) pushed its redevelopment plan on Wednesday, saying that it will benefit at least 1.35 crore residents of the 2 crore population of Delhi. Speaking about the plan in a press conference, Union Minister Hardeep Singh Puri said that the plan includes three schemes — the ‘Jahan Jhuggi Wahan Makaan’, PM-UDAY, and land pooling.

The PM-UDAY scheme was launched to convey ownership rights to unauthorised illegal colonies. 

Puri also hit out at the Opposition parties saying, "The issue of unauthorised colonies in Delhi has been in limbo since 2006, under the previous Congress government, and now the AAP. In 2021, when the government said that we need two more years for ground surveys, the Prime Minister decided to step in."

Visit the National Voters’ Service Portal — nvsp.in and click on the ‘Search in Electoral Roll’ link. Earthquake of 2.5 magnitude hits Delhi

The national capital on Tuesday felt tremors from an earthquake for the third time this month. The earthquake of magnitude 2.5 on the Richter scale hit an area eight km west of New Delhi at 9.30 pm.

A kilometer away from the apartment where Anjan Das was killed allegedly by his wife Poonam and his stepson Deepak, the man’s family said they knew something was “wrong” when he went missing. Deepak, who works as a waiter, alleged that his wife and sister were being “molested” by Das, said police. Special Commissioner of Police (Crime) Ravindra Yadav said, “We have found that Das tried to molest and attempted to rape them. Poonam and Deepak got frustrated and angry and planned this sometime in April.” Following Deepak’s arrest, his wife said, “We don’t know much. Police came and picked him up. We later found they were being accused of killing Das.” She alleged that Das had harassed her in the past and tried to touch her inappropriately. She also claimed Deepak had told her Das was dead but did not share more details.

In other updates from the region: “We are in a state of shock… never thought this would happen. He was quite an experienced cyclist, and took all safety precautions while cycling. It was his passion,” said M G Vinayak, father-in-law of Subhendu Banerjee. Banerjee (50) had died after a BMW had allegedly hit him while he was cycling on the Mahipalpur flyover in Delhi on Sunday morning.

His family had planned to go out to celebrate Vinayak’s 80th birthday later that afternoon.

Banerjee ran a garment business in Delhi, and had moved to sector 49 in Gurgaon from Delhi over a decade ago. He is survived by his parents, wife and 20-year-old daughter.

For five months, 48-year-old nurse Poonam and her son Deepak (25) kept her husband’s murder a secret. The mother-son duo allegedly killed Anjan Das with a knife, chopped his body, and carefully packed the pieces in 10 bags. In less than 48 hours, they allegedly discarded all the bags in East Delhi.

On Sunday, a team of Crime Branch officials arrested them for allegedly killing Das and hiding evidence. Investigators said body parts were allegedly kept in their fridge before being dumped in Pandav Nagar and Trilokpuri areas. Amit Goel, DCP (Crime Branch), said, “They sedated him and slit his neck when he fell down. They packed the 10 body parts in polybags and discarded them in June. So far, we have recovered six pieces, including head, thighs and an arm.” To remove the stench and blood traces, the duo allegedly used room fresheners, phenyl and even whitewashed their house in July, said police.

Former Congress MLA Asif Mohammad Khan, arrested for allegedly hurling abuses and manhandling a police officer in Southeast Delhi’s Jamia Nagar, told a court that he was only trying to convince people at a mosque about a model code of conduct (MCC) violation for the MCD polls for which he was arrested.

Khan’s lawyers made the submissions during his bail hearing. As per his lawyers, the incident took place on November 25 at Shaheen Bagh’s Tayyab masjid when AAP candidate Wajid Khan allegedly gave Rs 50,000 to the Imam of the mosque while his aides announced that Rs 1 lakh will be handed with a request to vote for them.
