Murder-cum-dowry death case: Woman on the run for six years held in Delhi’s Gandhi Nagar

Kaushalya Devi, 50, a labourer at a small garment factory at Gyan Mohallah in East Delhi’s Gandhi Nagar was on the run after allegedly murdering her sister-in-law in 2019. An accused in a murder-cum-dowry death case, she started living in a rented accommodation in Gandhi Nagar years later.

On Saturday Devi was nabbed from the factory, six years after she allegedly, along with her brother Ram Avtar and husband Brahm Singh, killed Neeraj. A case against her was registered at the Mandawali police station in 2019, under sections of murder and dowry death, among others.

“Kaushalya Devi, along with the co-accused, murdered her sister-in-law Neeraj by strangulation in Mandawali, Delhi. During the investigation, two other accused—Ram Avtar and Brahm Singh—were arrested. However, Kaushalya Devi fled,” DCP (Crime) Vikram Singh said.

Kaushalya was declared a proclaimed offender on March 23, 2023, after giving the authorities a slip for over four years. But her days of freedom ended when the Crime Branch under its renewed push to nab proclaimed offenders, traced a number registered in her name and scanned her call detail records (CDRs).

“A Crime Branch traced her to Delhi’s Gandhi Nagar with the help of advanced technical surveillance. Upon analysing multiple CDRs, it was confirmed that the accused was living in that area,” DCP Singh said.

A team led by Inspector Umesh Rana reached Gandhi Ngara and raided her rented house, and subsequently arrested her. During interrogation, the accused revealed that she had gone into hiding after she and her family members strangled Neeraj in Mandawali.

“She initially fled to Madhya Pradesh, and then to her native place in Badaun, Uttar Pradesh. In order to conceal her identity, she took up a job at a garment factory and settled in East Delhi,” a police officer added.
