Maharana Pratap Sena chief lured victim on pretext of job: Police chargesheet accused in UP Bhawan rape case

Officials said it further states that Parmar’s private security guard, apart from the driver, was with him in the car when he and the victim went from UP Bhawan to IIC.

The national president of the Maharana Pratap Sena, Rajyavardhan Singh Parmar, who was arrested in June for allegedly raping a woman inside UP Bhawan, lured the victim on the pretext of offering her a job, said officers in the Delhi Police.

Police have filed a chargesheet in the case before the Patiala House Court. The court is yet to take cognizance.

It is learnt that the chargesheet says that in May, the victim met Parmar at a coffee shop, where he allegedly claimed to be related to a union minister and was a political leader heading the Maharana Pratap Sena. Officials said the report also outlines the role of three staffers who were later suspended for alleged negligence.

“They met through a common friend and Parmar promised to find her employment opportunities. He called her to UP Bhawan, took her to a room he had booked there, and raped her… The woman was in the room for around 30 minutes… CCTV footage showed her exiting the premises along with Parmar around 2 pm… they went to India International Centre (IIC) and attended an event for another 30 minutes, after which she is seen leaving IIC…,” officials said, citing the chargesheet.

Officials said it further states that Parmar’s private security guard, apart from the driver, was with him in the car when he and the victim went from UP Bhawan to IIC.

On the three staffers, officials said the chargesheet states, “The staffers, who were in charge of the reception area, were negligent… it is revealed that they did not register Parmar’s entry and exit (in the) records during his period of stay there.”

CCTV footage at both premises; call details records of the woman and Parmar; and the woman’s statement before the magistrate are the primary evidence produced by police before the court against Parmar.

“Officials of IIC and UP Bhawan were questioned during the course of the probe and it was corroborated that the woman and Parmar were present at both places… on the day of the incident,” officials added, citing the report.

Sources said the Delhi Police has written to the UP government again to take action against the accused staffers. They have, however, not been named in the chargesheet.

The UP government had earlier ordered an enquiry into the matter after the local commissioner flagged the woman’s complaint. In a letter signed by Uttar Pradesh Additional Chief Secretary S P Goyal, the official had stated that Parmar doesn’t fall under the category of dignitaries who can use the guest rooms (at UP Bhawan). An enquiry is being conducted against three UP Bhawan officials for “gross indifference and negligence”.

Parmar was arrested from Ujjain by the Delhi Police on June 1 and booked under IPC sections 376 (punishment for rape) — which was added later after the woman’s statement before the magistrate — 354A (sexual harassment and punishment for sexual harassment) and 506 (punishment for criminal intimidation). He is out on bail.

The Indian Express had earlier reported that Parmar had allegedly been staying at a residence in Lutyens’ Delhi meant for present and former MPs. Police had said the flat he had allegedly been staying in was at Vithal Bhai Patel House on Rafi Marg.
