Lieutenant Governor (L-G) Vinai Kumar Saxena on Monday said that the BJP-led Delhi government has taken several steps and measures in the last ten months for the welfare of the city and its people, while facing the challenge of overcoming the inertia and negativity that pervaded the governance and administration.
Addressing the first day of the Winter Session of the Delhi Assembly, Saxena outlined the achievements and priorities of the government, including cleaning of the Yamuna, redevelopment of roads, education, hospitals and Ayushman Arogya Mandirs.
“…The foremost challenge before my government has been to overcome the inertia and negativity that had pervaded governance and administration for years. Within a short span of nearly ten months, my government has taken several significant and concrete steps in this direction,” said Saxena.
He said that the Delhi government has, in the past 10 months, taken several bold and unprecedented decisions aimed at the welfare of Delhi, the implementation of which is currently underway.
Listing the achievements and upcoming projects, the L-G said that 6,72,551 Ayushman cards have been issued so far, including 2,62,38 Vay Vandana Yojna Cards for citizens aged above 70. Under this scheme, 188 hospitals — 137 private and 51 government — have been empanelled, and 19,287 patients have received successful treatment to date, he said.
He also shared that currently, under the PM-ABHIM scheme, 238 Ayushman Arogya Mandirs are being made operational to reduce burden on tertiary hospitals.
Saxena said that the Hospital Information Management System (HIMS) has been implemented in 37 hospitals. Also, 53 new ambulances have been added, taking the total number to 330.
Highlighting the infrastructure projects, he said that his government doubled the capital expenditure in this year’s budget to approximately Rs 28,000 crore.
“In a short span of time, my government has renovated 150 km of roads,” Saxena also said, adding that work on another 400 km of roads will be completed by March 2026. Further, stretches of a total length of 600 km will be redeveloped by the end of this year.
He said that the long-pending Nand Nagri Flyover project has also been completed in a short span of time, smoothening connectivity between several trans-Yamuna colonies.
Talking about the Yamuna, he said that the BJP government’s top priority after assuming charges has been cleaning the river. “Owing to years of neglect and pollution, the condition of the Yamuna river has remained deplorable.” He added that the government is installing new STPs and working to tap and treat all those drains that pollute the river, by installing decentralised STPs.
Further, taking a jibe at the previous AAP government, the L-G said that the BJP government is fully committed to pollution control, instead of limiting itself, as in previous years, to only seasonal measures.
“The government has launched a comprehensive, year-round and time-bound air pollution mitigation plan in June 2025. This plan focuses on prevention, use of modern technology, strict enforcement and public participation, with coordinated efforts involving all departments, local bodies and the agencies of NCR,” he said..
Saxena further said that to control vehicular pollution, under the revised EV policy, more than 7,700 clean fuel buses will be added by 2026 and that the government has deployed 600 additional personnel to control traffic jams and emissions.
Meanwhile, four AAP leaders — Kuldeep Kumar, Som Dutt, Jarnail Singh and Sanjeev Jha — were suspended for the rest of the session, for disrupting the house proceedings and the L-G’s speech.
