Suspended Haryana cadre IAS officer Sanjeev Kumar thought he had a perfect plan to murder his friend and associate. But his selection of sharpshooters foiled the plan. Police sources said one of the shooters was a ‘police informer’ for the past five years and it was he who disclosed crucial details of the plan to police.

“Kumar was waiting for the right opportunity to strike. He even attempted to execute the plan thrice in the last two months, but could not due to a communication gap,” an officer of Eastern Range (ER) of the Crime Branch, who is privy to the probe, said.

Sources told The Indian Express that Kumar changed the final plan several times. Eventually, they decided to make it look like a road rage incident.

“After studying several road rage incidents, Kumar asked gangster Shoukat Pasha to direct his contract killers to execute the incident as a road rage case near the DND flyover or the Gurgaon toll plaza. Kumar also asked them to injure him after killing his friend Tikka Hassan Mustafa,” a senior officer said.

According to police, they were privy to the plan a month ago through the network of informers. But they could not make any arrest as they did not know who the target was. Inspector Vivek Tyagi and Vinay Tyagi then arrested a sharpshooter, Mohammed Taufiq. He told police that he came to Delhi on Pasha’s orders. Pasha is currently in Tihar Jail.

“Pasha asked him to kill Tikka Hassan Mustafa and also shoot Kumar. Taufiq and other sharpshooters were hired by Pasha’s nephew, Asad. He offered them Rs 2 lakh for the execution. It was after questioning Taufiq that we determined Kumar’s target,” a police officer said.

Police said during questioning, Kumar admitted to hiring the sharpshooters, but claimed that he was mentally disturbed and had hired them to kill him since he could not kill himself.
