The Haryana Urban Development Authority (HUDA) administrator, who had allegedly slapped his peon,is in the dock after the Punjab and Haryana High Court on Monday issued notices to him for filing contrary affidavits and submitting false information. The court also passed strictures against Administrator Praveen Kumar for “misleading” it.

Kumar’s peon,an employee of HUDA,had filed a petition against the officer for allegedly slapping him.

The Indian Express was the first to report,on February 11,that the IAS officer,in open court, had admitted to slapping his peon twice to “reform him”.

Kumar had equated the incident with that of a “surgeon cutting open the abdomen of a patient to remove a tumour”. The analogy, however, was dismissed by the High Court on Monday, which termed it as an “outlandish illustration”.

The peon,in his petition, had also challenged the transfer order issued by Kumar.

While the High Court refused to interfere with the transfer order,it has taken strong exception to the contradictory stance adopted by Kumar before two benches. On whether the peon,Mukesh, was forcibly sent on leave, the IAS officer in one affidavit had denied having anything to do with it while before another bench,he reportedly stated that he had sent the peon on leave for misbehaving.

The High Court has issued notices to Kumar asking him to explain why proceedings on charges of misleading the court should not be initiated against him. The case has been fixed for resumed hearing on July 26.
