GRAP IV violations: Greater Noida Authority slaps fines to tune of Rs 78 lakh on builders

The Greater Noida Industrial Development Authority (GNIDA) Friday imposed penalties amounting to Rs 78.25 lakh on 32 companies and individuals for violating Graded Response Action Plan (GRAP) IV — the highest level of anti-pollution curbs — in the district, officials said.

According to GNIDA officials, several prominent builder projects were found flouting norms. “These include NBCC India… Amrapali Leisure Valley… among others. NBCC India was fined the highest penalty of Rs 10 lakh, while several other developers were penalised Rs 5 lakh each,” officials said.

NBCC India and Amrapali group did not respond when contacted for comment.

GNIDA Chief Executive Officer N G Ravi Kumar said the action was directed at strict enforcement of GRAP IV guidelines across the Greater Noida area. “We have formed teams from the authority’s project department, which are conducting field inspections within their respective work circles to ensure compliance of the order. The team is also imposing penalties on those who are carrying out construction despite the ban and violating other rules, including not covering construction material,” he said.

“Despite clear instructions and restrictions, construction activities were found continuing at several sites, and construction material was not properly covered,” an official said.

“Penalties have been imposed, and violators have been directed to deposit the fine within the stipulated time.”

In addition to imposing fines, the authority has reiterated directions to ensure construction material is fully covered and regular water sprinkling is carried out to suppress dust.

On Thursday, too, the GNIDA had penalised 46 companies and individuals, imposing fines totalling Rs 49.45 lakh. Officials said the enforcement drive will continue in the coming days.

Additional CEO Sumit Yadav said the authority is making every possible effort to control pollution in Greater Noida: “Strict action is being taken against those violating rules. We also appeal to residents and stakeholders to cooperate with the authority in efforts to reduce air pollution.”

The action is part of the authority’s ongoing enforcement drive to curb pollution following the implementation of GRAP-IV across the NCR, which mandates a ban on construction activities and strict compliance with dust-control measures such as covering construction material and regular water sprinkling.

Meanwhile, Deputy General Manager, S P Singh, Noida Authority, said an advisory has been issued for the general public to not conduct any functions outside and stop construction in the area. “We have asked colleges and offices to move to work from home, and schools have been shifted to hybrid mode. Most of the pollution in the district is vehicular so we are trying to work on it,” he said.

Gautam Buddha Nagar District Magistrate, Medha Roopam, told The Indian Express that a meeting was held with authorities and RWAs. “We have advised people to use car pooling and stagger timings. Construction in the district has already been stopped and we have also issued fines to those violating norms,” she said.
