Bhutan Prime Minister Tshering Tobgay, who is on his second visit to India,  had a small delegation accompany him for the swearing-in ceremony of Prime Minister Narendra Modi. He arrived in the capital on Sunday and was put up at the Leela Palace in Chanakyapuri.
