Two girls were allegedly forcibly undressed by an unknown man inside the classroom of a civic body-run school in Delhi while the children were waiting for their teacher to arrive. No arrest has been made so far.

The Delhi Commission for Women (DCW) has sent notices to the Delhi Police and East Delhi Municipal Corporation (EDMC) commissioner demanding action against the accused, and also the school authorities for allegedly hiding the matter.

DCW officials said the accused allegedly entered the classroom when the children got back from their morning assembly, sexually assaulted the girls before undressing himself and urinating in front of the class. The alleged incident took place on April 30.

“The students informed the principal and class teacher about the incident but they were asked to keep quiet and forget about the incident,” alleged the DCW in a press statement.

“He removed the clothes of a girl and muttered obscenities at her. Then he walked over to another girl and removed her clothes and his clothes as well. Thereafter, the accused closed the door of the classroom and urinated in front of the students… This is a serious matter and warrants immediate action,” the commission wrote in its notice to the police and EDMC.

Delhi Police said they have registered a case under sections of the POCSO Act and raids are being conducted to arrest the accused. They said a case was registered the same day.

Sanjay Sain, DCP (Northeast), said, “We took cognizance immediately and are investigating the matter. A special team has been formed to look into it. It was an MCD school and no CCTVs were found installed at the entrance or inside. However, a number of CCTVs have been examined in the vicinity. They are being analysed to trace the accused. We also took statements of the girls and on the basis of the description given by them, sketches have been prepared and we have zeroed in on two suspects. A police team is working in close coordination with school officials.”

The DCW demanded a copy of the First Information Report (FIR), details of the accused, and probe details from the police. They also asked the police whether they had booked the school authorities under the POCSO Act. It has also summoned the East MCD commissioner in connection with the matter and demanded a detailed action report.

An EDMC spokesperson said, “We are looking into the matter and are in touch with the girls and the police. Our officials are preparing a detailed action report in connection with the case. Any allegations, lapses or wrongdoing, if recorded, will be probed and appropriate action will be taken against school authorities.”
