Delhi: PWD to form panel of agencies to prepare report, studies for building flyovers, underpasses

To ensure timely completion and delivery of projects, the Public Works Department (PWD) is planning to form a panel of consultancy agencies that studies and prepares feasibility reports and Detailed Project Reports (DPRs) for construction of flyovers and underpasses, said officials.

“Currently, if a proposal comes for constructing a flyover or underpass in any area or stretch for decongestion, the department has to study the area to check feasibility, for which it needs to hire a consultancy, for which tenders are floated … and this tendering process takes about two-three months — to select an agency and award the tender…so, to avoid this long process, we are planning (to form) this panel of consultants,” said PWD minister Parvesh Sahib Singh.

The panel of consultants is likely to be formed in the next four to five months. “Companies that had worked on projects of CPWD, PWD and with high credentials will be empanelled,” said Singh.

The department is planning to engage about 25 to 30 consultant agencies, highly experienced in preparing feasibility reports and DPRs, said the minister.

“We will keep about 25 to 30 agencies which prepare feasibility, studies and DPR on our panel and will conduct a tender among them… it will be decided in two-four days and the work will be awarded to the company that is pitching the lowest bid, in a week…” said Singh.

“Through the current open tendering process, 15 days’ time is given for sending proposals and then bidding meetings take place to select the company…the entire process is time-taking,” explained an official.

The minister also said that through these in-house empanelled consultants, the timing of the tendering process will be cut short and the preliminary works will be completed in a time-bound manner. “After this, the project can be sent for further approval for budget sanction and other approvals…” said the minister.

Earlier this month, the PWD minister also wrote to all MLAs and the Traffic Police seeking suggestions to decongest bottle necks and reduce traffic jams on prominent roads in their area through flyovers, underpasses or overbridges.
