A month after a major reshuffle of its lower rungs in the Special Cell of the Delhi Police, Commissioner Sanjay Arora Monday announced its restructuring by assigning two additional commissioners of police to look after three ranges each.
Sources said this has been done to prevent any confusion in the hierarchy as the anti-terror unit currently has three additional CP rank officers.

According to the order issued by Arora’s office, dated April 21, 2011 batch AGMUT cadre IPS officer Manoj C will supervise the Northern, Southern, and South-Western Ranges, and Pratiksha Godara, of the same batch, will look after the New Delhi and Trans-Yamuna Ranges and Counter Intelligence (CI) unit of the Special Cell.
“Both the officers shall report to the Special Commissioner of Police through Additional CP, PS Kushwah,” the order reads.
Kushwah is a 2009 batch AGMUT cadre IPS officer who has been associated with the anti-terror unit for over 10 years. Kushwah was promoted as the additional CP in January 2023.

The Special Cell, which was set up in 1986 to detect, avert, and investigate terrorism related cases and organised crime in the city, had Delhi, Andaman & Nicobar Islands, Lakshadweep, Daman & Diu, and Dadra & Nagar Haveli Police Service (DANIPS) level officers as DCPs. They would report to the joint commissioner or special commissioner.
In 2021, the then Delhi Police commissioner Rakesh Asthana appointed the three Indian Police Service officers along with three existing DANIPS officers for each range and the CI unit. Asthana had said the cell would get new ideas and perspectives with the induction of three IPS officers.
The role of two deputy commissioners of police (DCPs) — Manishi Chandra, who is looking after CI and also has the post of OSD to the commissioner, and Amit Kaushik in charge of Northern and Trans-Yamuna ranges — has not been changed, sources said.
