The 16-year-old girl was stabbed and stoned to death in public view by the accused in Outer Delhi’s Shahbad Dairy. The police said they received information Sunday that a dead body of a girl was lying on a street in the area. “Sahil and the deceased were in a relationship but yesterday they had a quarrel. On Sunday, the deceased was planning to attend her friend Neetu’s son’s birthday. The accused Sahil intercepted her and stabbed her multiple times,” said the officer.
The Delhi Police Monday said that if the wrestlers, who were till yesterday protesting at Jantar Mantar, apply for permission to stage a dharna again in future, they will be allowed “at any of the suitable, notified places,” except for Jantar Mantar.
On Sunday, the police removed tents, mattresses, and all other items from the protest site at Jantar Mantar, after detaining wrestlers Vinesh Phogat, Sakshi Malik and Bajrang Punia, along with other protesters who were trying to march to the new Parliament building. The protesters had planned a ‘Mahila Samman Mahapanchayat’, as a protest against Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh who has been accused of sexual harassment by seven female wrestlers, including a minor. An FIR was also registered against organisers and wrestlers at Jantar Mantar at Barakhamba Police Station.

The man accused of stabbing a 16-year-old girl over 20 times and bludgeoning her to death in Delhi was arrested from his aunt's house in a village here on Monday, local police said.
Additional Superintendent of Police (Rural) Bajrangbali Chaurasia said accused Sahil's relatives live in Aterna village under the Pahasu police station area.
Delhi Police personnel arrested him here and took him along after completing all legal formalities, he said. (PTI)
Sakshi, who was stabbed and bludgeoned to death by a youth in northwest Delhi's Shahbad Dairy area, recently passed her Class 10 exams and wanted to become a lawyer, her father said on Monday.
"She called me recently that she has passed her Class 10 exams and wanted to become a lawyer. She was the eldest among two siblings," said Sakshi's father Janak Raj, who works as a labourer.
"We never heard about the accused. Sakshi told us about her friends, but never about Sahil," he said. "We want capital punishment for the accused who brutally killed our daughter," Raj said. (PTI)
Sahil, the 20-year-old youth who brutally killed his "girlfriend", was an "ordinary man" who kept to himself and never indulged in any argument or fight with anyone in his locality, said his landlord.
"He was an ordinary man. He kept to himself, went to work, returned home. In these two years, I have never seen him nor his family fighting nor indulging in any kind of argument or fight with anyone here. I never got any complaint against him from any of our neighbours," Ramphool, Sahil's landlord, said.
"He did not look like someone who could do this. He appeared like any other ordinary man. I was totally shocked when I saw the murder footage. I could not believe my eyes when I saw Sahil killing the girl so brutally," Ramphool said.
"It's hard to digest that he is the same man who had been living as tenant in my house for two years," he said.

The parents of the teenage girl who was stabbed and bludgeoned to death by a youth in northwest Delhi claimed they were not aware if she had any acquaintance with the accused and demanded capital punishment for him.
Waiting at the Ambedkar Hospital to receive their daughter's body, Sakshi's parents said they were not aware if she had any acquaintance with Sahil.
"We need justice for our daughter. She was brutally stabbed multiple times and her head was smashed repeatedly with a stone. We want the accused to be hanged to death," her father Janak Raj said.
Her mother said Sakshi had been staying at her friend Neetu's house in Shahbad Dairy for the past 15 days as the latter's husband was out of the station for work.
"My daughter had been staying with Neetu and her two children for the past 15 days. Just yesterday (Sunday) around 1:30 pm, I spoke to my daughter. She told me that she would return home once Neetu's husband was back and I was eagerly waiting for her. Little did I know that she would never return," she said.
With teary eyes, she demanded justice for her daughter and said, "The accused should be hanged to death." The victim's father, a labourer, said the police have assured them justice for their daughter and they believe in the system. (PTI)
A fire broke out at a three-storey garment shop in the busy central market of Lajpat Nagar 2 in southeast Delhi on Monday afternoon, fire officials said.
The fire also spread to adjacent shops but was controlled by the firefighters, they said, adding no casualty was reported.
Soon after the fire broke out, the staff and customers inside the shop rushed out and people in adjacent shops were also evacuated, officials said.
A call about the incident was received at 4.10 pm and a total of 10 fire tenders were rushed to the spot, Atul Garg, director of Delhi Fire Service said. The shop, which is built on a 100-square yard, also comprises a basement but the fire broke out on the first floor and later spread to the second floor of the building, he said. (PTI)

The Delhi High Court has modified the sentence of life imprisonment awarded to a man for raping a woman, inserting sticks in her private parts, before strangling her, to 20 years in jail without remission.
The high court considered the “diabolic and depraved manner” in which the man took the victim to a solitary place and not only sexually assaulted her but inserted broken sticks in her vaginal and anal cavities before killing her by strangulation, and said he deserved imprisonment for a fixed term without remission.
The court also noted the mitigating circumstances including that the man is 38 years old at the moment, has undergone 8 years of imprisonment and has to look after two minor children and a wife as there is nobody else in the family to take care of them. (PTI)
A political blame game erupted Monday following the gruesome killing of a teenager allegedly by her boyfriend following a spat in Delhi’s Shahbad Dairy area with Chief Minister Arvind Kejriwal seeking to corner Lieutenant Governor Vinai Kumar Saxena over the law and order situation of the national capital even as the BJP termed the brutal killing an incident of ‘Love Jihad.’
"Even an uneducated person can never be so cruel that he ends up killing someone like this. There were several people at the spot when the incident took place but no one took any action. The judiciary should take this matter to a fast-track court and announce the verdict as early as possible," said Rekha Sharma, Chairperson of National Commission for Women.
Two inmates sustained injuries after a scuffle broke out inside Jail no 1 in Tihar Jail. Police said one inmate tried attacking the other with improvised knives. Both the inmates have been admitted to DDU Hospital and are stable now.
"As per the information as of now, they knew each other and there was some quarrel or they parted ways. The accused (Sahil) had a grudge and he did this kind of gruesome murder. It's a crime of passion. Further probe is being done," said Delhi Police Special CP Dependra Pathak.
"The accused has been nabbed from Bulandshahr, Uttar Pradesh. He is being brought here. We will collect all the best possible evidence to ensure the accused gets the strictest punishment," he further stated.
"We have detained the accused, Sahil from Bulandshahr, UP. We are further investigating the matter. The victim was going to attend a function during which this incident took place. The accused used to live under the Shahbad Dairy police station area," said DCP Outer North Ravi Kumar Singh.
"Opposition parties misused the wrestlers and tried to tarnish the image of the country. Wrestlers' demand was to register an FIR and it has been registered and police are investigating the matter," says Yogeshwar Dutt, former wrestler on a scuffle between protesting wrestlers and Delhi police yesterday.
On Sunday, the Delhi Police detained over 700 persons including Phogat, Malik, Punia and other wrestlers who attempted to march to the new Parliament building outside which a women’s mahapanchayat was scheduled. The wrestlers were dragged, lifted off the road and put into police vans when they tried to cross security barricades.
"This is an unfortunate incident. Earlier there have been same cases in my constituency. I am in touch with Police and the family members of the victim. Youth often get caught up in emotions," he stated.

A 16-year-old girl was stabbed to death allegedly by her boyfriend in northwest Delhi's Shahbad Dairy area, a video of which is being widely shared on social media, police said on Monday.
The accused allegedly stabbed her multiple times before bludgeoning her with a stone.
“Sahil and the deceased were in a relationship but yesterday they had a quarrel. On Sunday, the deceased was planning to attend her friend Neetu’s son’s birthday. The accused Sahil intercepted her and stabbed her multiple times,” a police officer had informed.
National Commission for Women Chairperson Rekha Sharma has written to the Commissioner of Police, Delhi, in regard to the case of a 16-year-old girl being stabbed to death in the national capital. Sharma wrote to the Commissioner asking for a fair and time-bound investigation into the matter and to arrest the accused at the earliest.
The Commission has formed a three-member team headed by Member Ms Delina Khongdup to look into the matter.
"The girl was brought dead and a post-mortem is being conducted. There were several injuries on her body. She was stabbed more than 20 times," informed Raja Banthia, Addtl DCP, Outer North on the murder of 16-year-old girl in Delhi.
"The accused (Sahil) is 20 years old. 6 teams have been formed to arrest the accused. Our probe is underway. His parents are cooperating in the matter. The accused will be arrested soon," he stated further.
AAP national convener and Chief Minister Arvind Kejriwal will meet CPI(M) general secretary Sitaram Yechury on Tuesday to seek support against the Centre's Ordinance on control over administrative services in Delhi.
"Will meet Sitaram Yechury ji at CPM headquarters tomorrow (Tuesday) at 12.30 pm to seek their support against the Ordinance," Kejriwal said in a tweet on Monday.
Kejriwal has been reaching out to opposition leaders to garner their support so that the Centre's bid to replace the Ordinance with a law is defeated when the corresponding bill is brought in Parliament.

A 16-year-old girl was stabbed at least a dozen times and stoned to death in public view by her friend in Outer Delhi’s Shahbad Dairy. The police said they received information Sunday that a dead body of a girl was lying on a street in the area.
The girl’s body was seen by a police informer who alerted the force, which sent a PCR vehicle.
An officer said the girl was passing by the street and a boy, later identified as Sahil, suddenly intercepted her and stabbed her repeatedly with a knife and hit her on her head with stones. (Read More)

Reacting to the murder of a 16-year-old girl by a man she was in a relationship with, Delhi minister Atishi said, "My soul trembled after seeing this dreadful murder. I want to remind the Delhi L-G that the Constitution has given him the responsibility of protecting the people of Delhi. But they spend all their time in stopping the work of Arvind Kejriwal. I request the L-G with folded hands to pay attention to the safety of the women of Delhi. Today women are not at all safe in Delhi"

The Delhi HC will shortly hear National Investigation Agency’s plea seeking death penalty for Jammu Kashmir Liberation Front chief Yasin Malik in a 2016 case of terror funding in which a trial court had handed him life imprisonment last year.
The NIA's appeal has been listed for hearing before a division bench of Justice Siddharth Mridul and Justice Talwant Singh.
The NIA has accused Malik, of orchestrating violent protests in 2016, when 89 cases of stone-pelting were reported. The trial court in its May 25, 2022 order had rejected NIA’s plea for death sentence noting that this case does not fall within the rarest of rare category. Malik had subsequently pleaded guilty to all charges except those under UAPA.
The NIA in its appeal has said that if “such dreaded terrorist are not given capital punishment only on the ground that they have pleaded guilty, then the same will result in complete erosion of the sentencing policy of the country and will result into creation of a device, whereby, such dreaded terrorist after indulging, waging and spearheading an “act of war against the state”, in case cought, would have a way out to avoid capital punishement”.

Tamil Nadu Chief Minister M K Stalin reacted sharply to the police's detention of protesting wrestlers in Delhi and targeted the Centre over the issue, saying the 'Sengol' installed in the new Parliament building has "bent" the very first day.
Posting on Twitter, Stalin said months have passed since the women wrestlers raised the allegation against the BJP MP but the saffron party leadership has not acted against Singh. "Police detaining them after dragging them is condemnable. This shows the Sengol has bent the very first day. Is it fair that such atrocity should also happen on a day of (new Parliament building) inauguration that sidestepped the President and amid opposition boycott," Stalin, also chief of the ruling DMK in Tamil Nadu, added.
In a letter to Delhi Police, DCW chief Swati Maliwal sought the arrest of WFI chief Brij Bhushan Singh, who has been accused of sexual harassment of grapplers. The letter also stated the demand to release wrestlers and action against the officers who detained them.
All women wrestlers and protesters, who were detained Sunday morning, have been released, according to Delhi Police.
While being detained, Vinesh Phogat said from a bus that they are being punished for demanding justice. "The accused is roaming free, he is being given shelter by the government and we athletes who won medals for the country are now being put in jail for demanding justice for country's daughters," she said.
Delhi Police will to register an FIR against top wrestlers Sakshi Malik, Bajrang Punia, Vinesh Phogat and Sangeeta Phogat under IPC sections 147 (rioting), 148 (rioting, armed with a weapon), 149 (unlawful assembly), 352 (assaults any person otherwise than on grave and sudden provocation), 353 (assault to deter public servant from discharge of his duty) and 186 (obstructing public servant in duty), sources told The Indian Express.
A section of Jawaharlal Nehru University students alleged that the varsity authorities "prevented" them from taking part in the 'Mahila Maha Panchayat' by ramping up security on campus.
There was heavy police deployment on the campus, the students added. No immediate response was available from the police or the university. The All India Students' Association (AISA) claimed that an "undeclared Section 144" has been imposed on the campus.
"Today, the Mahila Panchayat was announced. Heavy police deployment has been made inside and outside Jawaharlal Nehru University (JNU) to prevent students from participating in it. The government has deployed its entire machinery to protect sexual violence accused," said AISA activist Madhurima Kundu said.
Sumit, one of the protesters who is also a wrestling coach in Haryana, said " Their (detained wrestlers) phones have been seized. We have been trying to contact Vinesh, Sangeeta Phogat and Sakshi Malik, but police aren't allowing us to meet them. They told us everyone will be released in the evening."
Wrestlers Vinesh and Sangeeta Phogat have been detained at Kalkaji police station, while Sakshi Malik has been detained near Burari police station.

The year-long farmers’ protest against three central laws has found an echo in the Indian wrestlers’ protest at Jantar Mantar in New Delhi, with their critics labelling them as Khalistanis. The wrestlers, who have received the backing of farmers’ unions and other civil society groups in both Haryana and Punjab, were detained by the Delhi Police on Sunday.
The use of the term Khalistani to describe the wrestlers, most of whom are from Haryana, gained traction, especially online, after Wrestling Federation of India (WFI) president and BJP MP Brij Bhushan Sharan Singh latched on to an alleged statement of Olympic medalist Bajrang Punia, one of the protesters. “Punia has said he knows how to behead,” Brij Bhushan said. The Delhi Police detained Vinesh Phogat, Sakshi Malik and Bajrang Punia for violation of law and order after they breached the security cordon while trying to move towards the new Parliament building for the planned 'Maha Panchayat'.
Immediately after the wrestlers were pushed into buses and taken to different unknown locations, the police began clearing the protest site by removing the cots, mattresses, coolers, fans and the tarpaulin ceiling along with other belongings of the wrestlers.
In Kurukshetra, BKU (Charuni) chief Gurnam Singh Charuni, in a video message while being detained, appealed to the farmers to maintain peace and not to block the roads. "The arrests are being made to fail today's 'maha panchayat' scheduled in Delhi." "There is no need to block the roads but if the farmers' leaders are not released by Sunday evening, then you may take the next call," he told supporters.
Several farmers' leaders in Haryana were detained when they tried to proceed towards Delhi with a large number of supporters for the 'Mahila Maha Panchayat' called in support of the wrestlers protesting at Jantar Mantar, peasants' outfit BKU (Charuni) claimed.
Security has been heightened at Haryana's borders with Punjab and Delhi and barricades put up at many places along with heavy deployment of police personnel as farmers, mostly women, tried to move in groups towards the national capital. Several farmers from Punjab also tried to join their Haryana counterparts in moving towards Delhi.
In Haryana, many farmers' leaders were detained inside their homes early on Sunday.
The police stopped hundreds of farmers at the Haryana-Punjab border near Ambala city in the morning. In Kurukshetra, BKU (Charuni) chief Gurnam Singh Charuni was detained under relevant provisions of the law, a police official said. (PTI)
Delhi Chief Minister Arvind Kejriwal said that the police dragging protesting wrestlers and detaining them at Jantar Mantar in "wrong and condemnable". He decried the actions against sportspersons "who bring honour and laurels to the country are being treated".
Even as police detained wrestlers and dispersed them from the protest site at Jantar Mantar, grappler Sakshi Malik hailed the day as a sad one for Indian sports. She said in a tweet that while wrestlers are being dragged on streets, sexual harassment accused and WFI chief Brij Bhushan is sitting in the Parliament.

Commenting on protesters being detained from Jantar Mantar, Dependra Pathak, Special CP (Law and Order) said, "They broke the barricades and didn’t follow the directions given by the police. They broke the law. They were made aware of the Parliament inauguration. They still continued marching towards the Parliament. This is against peace and tranquility of the country. We had to stop them and detain them. We are taking legal action as per procedure. Nobody was ever stopped from protesting at Jantar Mantar but their illegal activities won't be appreciated"
Wrestler Bajrang Punia, who was among those detained from Jantar Mantar protest site, said, "Does any government get the champions of their country treated like this? What crime have we committed?" He shared pictures from the scuffle that broke out between protestors at the site and the police.
Farmer leader Rakesh Tikait said at Ghazipur border, 'Today, our protest will end by 3pm. But, the protest will continue till our daughters get justice and the culprit Brij Bhushan is arrested.'
"Today, we wanted to go to Jantar Mantar and the new Parliament in protest against Brij Bhushan. He has yet not been arrested. strict and immediate action has been taken in such cases earlier, then why Brij Bhushan has not been arrested yet?" he added.
Farmers were stopped at Ghazipur border, amid heightended security due to the 'Mahila Samman Mahapanchayat' that was planned for today.

"By arresting people how we can call us 'mother of democracy'" she asked.
"India’s daughters are in pain," she added.
Wrestler Vinesh Phogat alleged that supporters of the protesting wrestlers were detained ahead of the ‘Mahila Samman Mahapanchayat’ planned at the new Parliament house building today. In a video posted on her official Twitter account, she said that “democracy is being murdered openly”. She also said that the nation will remember how “women who were demanding their rights were suppressed while the new Parliament was being inaugurated”.

Ahead of the planned wrestlers' march to the new Parliament building today, security was increased around Singhu, Tikri and Ghazipur border.
The Delhi Police said they've been asked to stop protesters from joining the khap panchayat.
"We aren't detaining anyone yet. We will ask farmers to leave because their protest will disturb the inauguration of the new parliament building" said an officer.
