Delhi News Live Updates: Delhi’s air quality stayed in the “very poor” category with the AQI measuring 343 at 4 pm on Tuesday, with experts warning that it may deteriorate to “severe” levels in the next 24 hours due to a change in wind patterns. None of the 39 monitoring stations in the capital recorded the air quality in the “severe” category on Tuesday. After days of deliberating on GRAP 4, authorities took measures to block entry of trucks into the city, except for those run on CNG, electric and BS-VI diesel. 

AAP’s 12th anniversary: On the 12th anniversary of its founding, AAP leader Arvind Kejriwal praised the party’s growth, crediting its “honesty and love of the people” for its strength amid ongoing challenges. “In the last year, lakhs of attempts were made to finish us, but our morale and resolve made us stronger,” he said, vowing to continue the fight to protect the Constitution and democracy.

Taking note of vacancies in the Central Information Commission (CIC) and state information commissions (SICs), the Supreme Court on Tuesday asked the Centre and the state governments to apprise it about the steps taken to fill up the posts.

Delhi had no ‘good’ air day this year, none expected until December-end

Delhi breathed its cleanest air this year in August when the average Air Quality Index (AQI) was 52. Yet, it fell short by two points required for a ‘good’ day, as per national standards.

According to the Central Pollution Control Board (CPCB), a ‘good’ air day is when the AQI is below 50. Delhi has not had a single ‘good’ air quality day so far this year. With the current pollution levels and the air quality fluctuating between ‘severe’ and ‘very poor’ so far this month, it is unlikely the Capital will have a good day before next year.

On Monday, after a brief respite, Delhi’s AQI returned to the ‘very poor’ category from ‘poor’ by noon. With an AQI of 349, the city was the second most polluted, closely behind West Bengal’s Durgapur (AQI of 360). (Read More)

DUSU polls: Focus on college-specific issues, Rahul Gandhi’s popularity propelled our win, says NSUI

College-specific issues to national political dynamics, especially the “growing popularity” of Rahul Gandhi — for the Congress-backed National Students’ Union of India (NSUI), these are primary factors behind its comeback to the top post in the Delhi University Students’ Union (DUSU).

Results of the polls, announced Monday evening, saw the NSUI bagging the post of President after a gap of seven years. Its presidential candidate Ronak Khatri secured 20,207 votes — 39.86% of the 50,689 total votes polled. This is slightly more than the votes secured by last year’s presidential winner, Hitesh Gulia, who received 20,345 votes (37.61%) out of 54,092.

Delhi pollution: CAQM relaxes GRAP IV norms for educational institutions; asks for hybrid mode

The Commission for Air Quality Management(CAQM) in NCR and Adjoining Areas has announced the relaxation of the GRAP norms currently applicable in all educational institutions including colleges on Monday.

The option to exercise online mode of education, wherever the mode is feasible, shall vest with the students and parents, said the Commission in its order.

The state governments of Delhi, and Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar in the NCR should ensure that the classes are conducted in a hybrid mode.

The NCR state governments in other areas may also consider conducting classes in a hybrid mode, said the Commission.

This comes after the Supreme Court asked CAQM to review resuming physical classes.

Delhi schools prepare for resumption of physical classes after SC's nudge

Schools in the national capital are stepping up efforts to protect students' health if physical classes are resumed but parents remain in a dilemma: sending kids to school risks exposure to pollution, keeping them home risks missing out on essential in-person activities.

Schools suggested wearing masks and minimising outdoor activities for students, among other measures, to avoid any health risks linked to air pollution. The Supreme Court on Monday suggested that resumption of physical classes could be considered.

In view of Delhi's bad air quality, which had plummeted to "severe" levels" but has since improved slightly, schools have been holding online classes. At 9 am on Monday, Delhi's Air Quality Index (AQI) was recorded at 281, in the 'poor' category.

Sudha Acharya, principal of ITL Public School in Dwarka, said that her school has prepared an advisory to minimise health risks once schools reopen. "We will issue guidelines urging students to wear masks both on and off campus and to carpool whenever possible. Additionally, we've postponed all major events, including the annual day and sports day, from November to February," Acharya said.--PTI

DUSU Election Result 2024 Live Updates: Left coalition barely surpasses NOTA in Delhi University elections

The total vote tally of the coalition of left parties Students' Federation of India (SFI) and the All India Students' Association (AISA) barely crossed the 'None of the Above', or NOTA, option in the DUSU polls .

The combined tally of the coalition's four candidates was 20,827 votes, just 79 votes more than the 20,748 votes polled for NOTA.

While AISA's presidential candidate Savy Gupta secured 3,906 votes, NOTA outdid her with 4,411 votes.

In the race for vice president, the coalition's Ayush Mondal received 3,650 votes, again falling short of NOTA's 4,411 votes.

There were two exceptions though. The coalition's joint secretary candidate Sneha Aggarwal got 8,806 votes, significantly higher than NOTA's 6,771 votes.

For the secretary post, Anamika K received 5,676 votes, narrowly edging out NOTA's 5,660 votes.

This year, the Left backed outfits fought the polls on a 2-2 seat sharing arrangement.

The results highlight the challenges faced by the Left coalition in gaining traction among Delhi University students, though it has a stronghold in the Jawaharlal Nehru University, another central university in Delhi.

Last year, AISA's presidential candidate Aiyesha Ahmad Khan stood third with 3,335 votes.

In the case of vice-president's post, Anushka Chaudhary of AISA received 3,492 votes.

SFI's Aditi Tyagi who contested for the post of secretary, secured 5,150 votes, while for joint secretary post, AISA's Anjali Kumar got 4,786 votes.--PTI

Commenting on the results, joint secretary-elect Lokesh Choudhary says, "When you have leaders like Varun Chaudhary and Kanhaiya Kumar, how can you lose? This is a time for change. I want to assure everyone that I will be available to help people 24x7."

Since the DU prohibited the use of dhols, crackers, and loudspeakers by the candidates and their supporters after the declaration of the results, students were seen garlanding their leaders while carrying them on their shoulders, raising slogans like "Aa gayi bhai aa gayi, NSUI aa gayi (NSUI is here)."

They were also seen marching towards a statue of Swami Vivekananda on the campus where a large crowd had assembled, cheering the winning candidates all the way.

Speaking to PTI, Vice President elect from ABVP, Bhanu Pratap Singh said, "After a long delay, the results were finally declared today. I want to assure all the DU students that I will dedicate myself to working for their welfare throughout the year."

"I want to thank all the students who voted for me for placing their trust in ABVP. Because of them the ABVP has gained a foothold in DUSU this year as well. We will fulfil all the promises made during campaigning," said Mitravinda Karanwal who won the Secretary's post.

Delhi Congress President Devender Yadav, meanwhile, termed Khatri and Chaudhary's victories a clear indication that the youth of the national capital want change and the party is all set to return to power here.

"NSUI will play a constructive role in taking up the issues of the students so that they can focus on their studies without outside influence or distraction," he said.

Air pollution: Experts on what happens when you live above 16th floor of a high-rise building

Dr Sanggita Checker, consultant chest physician, Wockhardt Hospitals shared that living on higher floors can be quite a better experience and provides a spectacular view but over time it can increase the risk of various respiratory issues due to “indoor air quality”. “This can lead to respiratory problems like rhinitis, asthma, or chronic respiratory conditions.,” said Dr Checker.

Air pressure decreases as you go higher in elevation, including in high-rise buildings. “However, the change is generally minimal within the height range of most residential buildings”, emphasised Dr Ravi Shekhar Jha, pulmonologist, director pulmonology, MD, MRCP, Fortis Hospital, Faridabad.

While oxygen levels do decline at higher altitudes, the drop in oxygen is unlikely to be clinically significant in healthy adults in high-rise buildings, pointed out consultant neurologist Dr Sudhir Kumar, Apollo Hospitals, Hyderabad. “However, in vulnerable groups, such as those with known heart or lung diseases, or the elderly population, it can cause minor symptoms,” Dr Kumar added.

Ashok Gehlot’s ex-OSD arrested by Delhi Police in 2021 phone tapping case

Former Rajasthan chief minister Ashok Gehlot’s former Officer on Special Duty, Lokesh Sharma, was arrested by the Delhi Police on Monday in connection with a 2021 phone tapping case that was lodged on the basis of a complaint by Union minister Gajendra Singh Shekhawat.

Soon after his arrest, Sharma was produced in court, which granted him bail citing the need for further investigation by police.

The development comes days after Sharma, on November 14, withdrew his petition in the Delhi High Court that had sought to quash the FIR. This had effectively lifted the stay on his arrest.Read more

After the final count:

President: Ronak Khatri from NSUI won with a margin of 1343 at 20,207 votes. Rishabh chaudhary who was fielded by the ABVP bagged 18,864 votes.

Vice President: Bhanu Pratap from the ABVP won with a margin of 8762 votes by bagging 24,166 votes in total. Yash Nandal from the NSUI bagged 15,404 votes.

Secretary: Mitravinda Karanwal from the ABVP won with a margin of 1467 votes. She bagged a total of 16,703 votes while Namrata Jeph Meena who was fielded by the NSUI bagged 15,236 votes in total.

Man wanted in 2009 Delhi dacoity and murder case arrested after 12 years on the run

The Delhi Police Friday arrested a ‘proclaimed offender’ nearly 12 years after he escaped trial in a case of dacoity and murder in the capital’s Mayur Vihar area.

Sanjay Kumar Sain, Deputy Commissioner of Police (Crime Branch), Delhi, said fugitive Mohammad Jamshed Ali Khan was nabbed in Uttar Pradesh.

DUSU Election Result 2024 Live Updates: Key contenders by NSUI, ABVP in Delhi University race

NSUI's presidential candidate Rounak Khatri was leading after five rounds of counting with a total of 5,531 votes. Joint Secretary candidate Lokesh Choudhary was leading by 6,065 votes and secretary candidate Namrata Jeph Meena by 4,425 votes.

ABVP's Bhanu Pratap Singh was leading on the vice-president post by 6,101 votes.

Twenty-one candidates are vying for the four central panel posts. Eight are contesting for the post of president, five for vice-president, and four each for the posts of secretary and joint secretary.

For the secretary's position, ABVP's Mitravinda Karanwal is competing against NSUI's Namrata Jeph Meena and SFI's Anamika K, while the joint secretary's post has ABVP's Aman Kapasia facing NSUI's Lokesh Choudhary and SFI's Sneha Aggarwal.

SC reuses to relax GRAP-IV in Delhi-NCR until pollution levels decrease

The Supreme Court on Monday announced the continuation of Graded Response Action Plan (GRAP)-IV in the Delhi-NCR. The apex court said it cannot allow relaxing the pollution prevention measures unless there is a consistent downward trend in the pollution levels.

The Court will take a call on reviewing the same on November 28. Alongside, it has also asked Commission for Air Quality Management (CAQM) to decide if physical classes can be resumed or not.

This is applicable for Classes above V and educational institutions such as colleges, as the SC has asked the Commission to take a call based on GRAP IV norms. Physical classes for the primary section may still remain discontinued, added the court as a large number of students cannot avail mid-day meals, online classes and can't access air purifiers.

Ashutosh Singh, ABVP National Media Convener, told The Indian Express, “We’ve divided the campus into different zones; our units in colleges of each zone let us know as to which person is more active, can mobilise people and bring in votes. It could be a woman or a man, it doesn’t matter. We go by this year-long survey and finalise candidates.”

AAP govt expands old age pension scheme to include 80,000 more senior citizens

Meanwhile, the Aam Aadmi Party (AAP) government has announced the expansion of its old age pension scheme, set to benefit an additional 80,000 senior citizens in Delhi. This increase will raise the total number of beneficiaries from 4.3 lakh to 5.5 lakh, confirmed AAP Chief Arvind Kejriwal.

Kejriwal stated that the cabinet has officially approved this policy, and the scheme is now active. The application portal opened to the public yesterday, and already, 10,000 applications have been submitted. Under the existing framework, senior citizens aged 70 and above receive a monthly pension of Rs 2,500, while those aged between 60 and 69 receive Rs 2,000.

Attacking BJP, Kejriwal said, people in states where there is a double engine government get Rs 600-700. While, states where a single engine government is ruling, gives Rs 2500 pension money to senior citizens. "Toh double engine sarkar chunne mai bahut nuksan hai, toh aap AAP ke engine ke sath hi jaari rakhiye, achcha chal raha hai sab kuch, (That's why choosing a double engine government isn't fruitful, continue with the AAP engine, everything is running smooth.)"

Looking at DUSU panels over the years, one thing stands out — they have mostly comprised upper-caste members, particularly from the Jat and Gurjar communities.

Former DUSU president Shakti Singh, who calls himself the “only Rajput president” of DUSU over the years, said Jats and Gurjars have a slight advantage: “They have more of a voice in DU as they hail from NCR. Regional influence gives them an edge.”

An official from a student party, who wished to remain anonymous, elaborated further: “Although DU attracts students from across the country, tickets are often awarded to local candidates from Delhi’s influential Jat and Gurjar communities. Over the past decade, every DUSU president has come from these two dominant groups. This trend can only change if all DU colleges, including minority and women’s colleges, participate. This will increase the range of voters and the kind of candidates they align towards.”

DUSU Election Result 2024 Live Updates: 16 years ago DUSU had woman president, fewer women in fray this year too

Sixteen years ago was the last time the Delhi University Students’ Union (DUSU) had a woman president. Over the years, the representation of women in the students’ union polls has remained low.

Of 21 candidates in the fray this year for the four posts on the panel, only nine are women. Of these, only three have been fielded for the post of president. Last year, 11 of the 24 candidates were women, while in 2019, four out of 16 were women.

Over the years, women candidates who have been elected as president include former BJP spokesperson Nupur Sharma from the Akhil Bharatiya Vidyarthi Parishad (ABVP) and former Member of the Delhi Legislative Assembly Alka Lamba from the National Students’ Union of India (NSUI).

Neither ABVP nor NSUI have fielded woman candidates for the post of president this time. The two have fielded a woman for the post of secretary — Mitravinda Karanwal from ABVP and Namrata Jeph from NSUI. The Left coalition of the All India Students’ Association and Students’ Federation of India has fielded three women — including Saavy Gupta for the post of president.

This month, a plea was moved in the Delhi High Court seeking the introduction of women’s reservation in the upcoming DUSU polls, as the number of women candidates in the fray this year, like in previous years, is less than half of the total number of candidates in the final list after withdrawals. The court advised the varsity to swiftly address the representation. The petition, filed by Shabana Hussain and represented by advocate Ashu Bidhuri, calls for a 50% reservation for women in the polls, emphasising the lack of female participation due to the influence of money and muscle power.

Aman Awana, who led DUSU in 2013-14 as a representative of the Akhil Bharatiya Vidyarthi Parishad (ABVP), quit politics in 2019 after a decade, ending a long association with the ABVP and the BJP’s youth wing, the Bharatiya Janata Yuva Morcha (BJYM).

He pointed to the increased competition within the BJP since Narendra Modi’s rise to power in 2014 as a factor contributing to the slow transition of ABVP leaders to national politics.

Six years after he won the president post at DUSU in the 1970s, Jaitley joined the BJP. Maken was elected as a member of the Delhi Assembly after he won the DUSU president post in 1985. In Sharma’s case, it took her seven years after she won the DUSU election to contest in the Delhi Assembly elections in 2015 against former Chief Minister Arvind Kejriwal.

Aman highlighted how outsiders and young BJP workers alike now compete for the same positions, making the road to national prominence much longer and more difficult.

DUSU Election Result 2024 Live Updates: Voter turnout dipped, what DU students had to say

The turnout for this year’s Delhi University Students’ Union (DUSU) election — 35.2% — was markedly lower than last year’s 42%. By 5.45 pm on Friday evening, only 43,451 students had voted, among the 1.45 lakh eligible across 52 colleges.

This year’s election saw a mere 40% turnout at Ramjas College by midday. At Hindu College, it was around 36% in the first phase, while at Miranda House, the first phase reported a turnout of just 15%. DUSU polls are held in two phases – one in the morning and the other in the evening.

At Ramjas College, students like Anshul Drall, an 18-year-old second-year History honors student, expressed disillusionment with the process. “Many didn’t come out to vote because no one sees any change anymore… Last year, they promised us a men’s common room. We still haven’t gotten one.”

At Kirori Mal College, the turnout hovered at 33% in the first phase, down from 36% the previous year. “The voting has been very calm,” said Principal Dinesh Khattar. “We haven’t seen a huge difference in turnout compared to last year, but it is still lower.”

The mood at Miranda House was also subdued. Palak Sharma, a third-year B A student, criticised the university’s decision to declare a holiday on voting day. “Why would a student travel for hours to come to campus just to vote?” she asked.

Akhil Bharatiya Vidyarthi Parishad’s presidential candidate Rishabh Chaudhary, said, “We are in full agreement with the court and we have been cleaning the campus on a daily basis. The university is almost clean… We believe in judiciary… they are thinking about the bright future of the students and setting an example.”

“…My name will not be found painted on any wall. We have mostly only pasted posters… and a few have been removed,” he added. Chaudhary was added as a party to the HC litigation on Monday and has to appear before the court on October 28.

'No one talks about Lok Sabha, Assembly elections, why now?', says NSUI

National Student Union of India’s presidential candidate Ronak Khatri disagreed with the court decision. “When Lok Sabha and Assembly elections take place, the entire city is filled with posters and walls are defaced, no one then talks about postponing counting of votes… Why is this being done now? Instead, the student union could be formed… the ones responsible for the defacement should be identified and they should carry out cleaning work.” Khatri, too, has been added as a respondent in the litigation and has to appear before HC on October 28.

DUSU Election Result 2024 Live Updates: Why the 2 month delay in results?

The polls were conducted more than one and a half months ago but a division bench of Chief Justice Manmohan and Justice Tushar Rao Gedela had stayed the counting on September 26 over allegations of large-scale defacement of sites across Delhi by poll candidates.

Advocate Prashant Manchanda filed an application, appearing as party-in-person. Subsequently, 15 DUSU candidates were added as parties to the application.

Disposing of the plea, the bench said, “The intent of the present proceedings was to ensure students (realise) that university property belongs to the public… students are allowed to use for a limited period and which they hold in trust for the next batch of students. It is the responsibility of the current students and candidates to ensure that the next batch gets to use the DU infrastructure in good and clean condition. Since candidates for DUSU elections are young, this court is of the view that they deserve a second chance. After all, the intent of the present proceeding is to reform and not punish. This court hopes that a clear message has gone to the student community at large and to the candidates who contested this year as well as those students who plan to contest in future.”
