Delhi News Live Updates:  In a late-night hearing, the Punjab and Haryana High court stayed the arrest of Tajinder Bagga till May 10. Senior Advocate Chetan Mittal, who represents the BJP leader said Bagga was granted protection from coercive action till the next hearing. During the hearing, Punjab Advocate General Dr Anmol Rattan Siddu told the court that the state government is not going to execute the non-bailable warrants till Tuesday. Bagga had approached the Punjab and Haryana High Court against the non-bailable arrest warrant issued against him by Mohali court.

Earlier in the day, the Punjab and Haryana High Court adjourned proceedings in the matter of the alleged detention of Punjab Police officials by the Haryana Police till Tuesday. The states of Punjab and Delhi have filed reports of the incident, claiming that they had not detained any police officials. 

The Delhi Police on Friday registered a case of kidnapping after BJP leader Tajinder Pal Singh Bagga was arrested by Punjab Police personnel, officials told PTI. They claimed that the Punjab Police team did not inform the local police before arresting Tajinder Bagga from his residence in Delhi’s Janakpuri. Tajinder Bagga, who is also the national secretary of the Bharatiya Janata Yuva Morcha, was held in connection with a case registered against him in Mohali last month, the Punjab Police said.

Hours after being arrested by the Punjab Police, BJP leader Tajinder Pal Singh Bagga had returned to Delhi on Friday evening. After Delhi Police took Bagga’s custody, Punjab cops approached the Punjab and Haryana High Court against the “detention” of its police team in Kurukshetra. Terming the intervention by Haryana Police ‘a violation of law’, Advocate General (AG) Anmol Rattan Sidhu claimed that everything was going as per procedure but the Haryana cops delayed the process.  The Punjab government also requested the court to not let the Delhi Police cross the Haryana border with Bagga.

Day after highway drama, a fresh non-bailable warrant for Bagga arrest by Mohali court

The Mohali district court Saturday issued a non-bailable warrant against BJP leader Tajinder Pal Singh Bagga in connection with a case registered against him on April 1 alleging inflammatory posts in the media and on Twitter.

This comes a day after an operation to arrest him pitted Punjab Police against their counterparts in Delhi and Haryana and led to a political slugfest between the BJP and AAP. Bagga was arrested from his Janakpuri residence on Friday morning, but the journey to take him to Punjab was cut short with police in Haryana intercepting the Punjab Police convoy, the Delhi Police filing an FIR against Punjab personnel for abducting Bagga, and eventually managing to bring Bagga back from Kurukshetra to the national capital. Addressing the media after the Punjab and Haryana High Court adjourned proceedings in the matter of the alleged detention of Punjab Police officials by the Haryana Police till Tuesday, ASG Satya Pal Jain, who is representing Delhi Police, said: "Punjab Govt today hasn't formally filed any application, but we received copies of 2 applications. One, for impeding Police Commissioner & 2nd, for direction to Delhi & Haryana Police that CCTV cameras may be preserved. When applications will be listed on Tuesday, we'll reply."

Bagga claims Punjab Police arrested him 'as if he were a terrorist'

Delhi BJP leader Tajinder Pal Singh Bagga alleged that Punjab Police Officials entered his home on Friday morning and arrested him as if he were a terrorist, ANI reported. 

"I was not shown any warrant. When nearly eight people picked me up, I told them to let me tie my turban. They did not give me the chance to wear my turban and slippers. I was thrown into the vehicle," Bagga said. He claimed that his arrest delivered a clear message -- "whoever speaks against Arvind Kejriwal would be the biggest terrorist and not spared".

Haryana, Delhi say didn’t detain Punjab Police personnel

With the Punjab and Haryana High Court set to hear the matter of the alleged detention of Punjab Police officials by the Haryana Police, both states have filed reports of the incident, claiming that they had not detained any police officials. A bench of Justice Gurvinder Singh Gill will hear the matter today.

On Friday afternoon, the Punjab government had filed a petition in court after its police personnel, who were bringing BJP leader Tajinder Pal Singh Bagga from Delhi to Mohali, were stopped by the Haryana Police in Kurukshetra. In response, the counsel for the State of Haryana had said they had not detained any Punjab personnel.

Delhi Police registers kidnapping case after Punjab cops arrest BJP's Tajinder Bagga

The Delhi Police on Friday registered a case of kidnapping after BJP leader Tajinder Pal Singh Bagga was arrested by Punjab Police personnel, officials said.

They claimed that the Punjab cops did not inform the local police before arresting Bagga from his residence in Delhi's Janakpuri. Bagga, who is also national secretary of the Bharatiya Janata Yuva Morcha, was held in connection with a case registered against him in Mohali last month, the Punjab Police said.

Earlier in the day, Tajinder Bagga's father -- Pritpal Singh Bagga (64) -- had complained that some people came to his house in the morning and took away his son, a senior police officer said, adding that the case of kidnapping has been registered at Janakpuri police station.

The Punjab cops did not inform the local police in Delhi before arresting Bagga, a Delhi Police official said. Deputy Commissioner of Police (West) Ghanshyam Bansal said they received information from Pritpal Singh Bagga that his son Tajinder Bagga had been abducted around 8.30 am from his house by some unknown persons. Tajinder Bagga’s arrest sets off political row; top developments

In a dramatic sequence of events, BJP leader Tajinder Pal Singh Bagga was arrested by the Punjab Police from his Delhi residence, stopped by the Haryana police in Kurukshetra while being taken to Mohali, and then escorted by the Delhi Police back to the national capital on Friday.

According to the Punjab Police, the arrest was made after the leader failed to appear before it despite having been served five notices in connection with ‘inflammatory speeches’ case.

Earlier this month, the Punjab Police booked Bagga on charges of making provocative statement, promoting religious enmity, and criminal intimidation for targeting Aam Aadmi Party (AAP) supremo Arvind Kejriwal over his comments on ‘The Kashmir Files’.

Haryana Chief Minister Manohar Lal Khattar said the whole matter of Bagga's arrest is between Delhi and Punjab Police and Haryana has nothing to do with it.

“A few Punjab police personnel went to Delhi this morning, and picked him [Bagga] up without following requisite procedure of law. It would have been better if they had gone to Delhi and informed Delhi Police before picking him up. We received information from Delhi Police about it and stopped their vehicles. Since we had the information from Delhi Police, we acted on it. It was our duty to execute action on the information that Delhi police had given us. We stopped their vehicles and they revealed their identities that they were Punjab police personnel. It was our duty to hand him [Bagga] over to Delhi Police. It is for Punjab police to go back to Delhi and take his custody from them. We have found him [Bagga] and handed him over to Delhi Police. Technically also, either Delhi Police would have taken him or we would have taken him into our custody and handed him over to Delhi. But, now it is between Delhi and Punjab Police. If they want, Punjab Police can go back to Delhi and re-arrest him or whatever else they want to do legally. There is no role of Haryana into this," Khattar said. 

Talking further on the issue, Khattar added, “It is a political issue, because Bagga addressed a gathering outside the residence of Delhi chief minister during election days. It is routinely seen that such statements are made by political parties against each other during election days. Election commission takes note of such statements and if necessary, takes action. Political parties should not take it to this extent. 

It is an attempt to damage democratic institutions by the police at the behest of political party. It needs to be highly condemned.

'Haryana Police handed Bagga over to Delhi police as part of executing search warrant'

After the court hearing, Advocate Satyapal Jain, appearing for Delhi police in Punjab and Haryana High Court, told the media that an FIR was lodged this morning by Tajinder Pal Singh Bagga's father at Janakpuri police station, New Delhi, where he alleged that he was manhandled and assaulted while his son Tajinder was abducted.

"As standard procedures, Delhi police lodged an FIR and flashed messages to various places. Simultaneously, Delhi Police also moved Dwarka court and obtained a search warrant – means wherever Bagga is found, he should be rescued, taken into custody and brought back to the Dwarka court. The search warrants were also flashed to Haryana Police and several other police forces. It was near Pipli (Kurukshetra) where Bagga was found, thus taken into custody by Haryana Police and subsequently handed over to Delhi police as part of executing the search warrant," Jain said.

"Delhi Police had lodged a FIR on charges of kidnapping at Janakpuri police station. Two-three officers of Punjab Police are sitting at Janakpuri police station. We have not detained them. They are sitting there in their own will. Bagga shall be reaching Dwarka court and then whatever further action happens, we shall be intimating the Honourable court, today evening," he sdia, claiming, "Delhi police had no clue why and how Bagga was arrested by Punjab Police. As per the law, if one state police's force goes to another state to arrest somebody, they will have to inform that state's police first, take them along and then make the arrest. In Bagga's case, Punjab police did not do so."

Acted upon Bagga's abduction information from Delhi: Haryana Home Minister

Haryana Home Minister Anil Vij said: "This morning, we had received information from Delhi Police that Tejinder Bagga was abducted from Delhi in a Bolero vehicle. We were told that he was being taken in an illegal manner. Whatever instructions we received from Delhi Police, we abided by it. If there was any instance, an FIR could have been registered at Delhi, too. Why was an FIR registered on Bagga in Punjab. Is there any torture house of Aam Aadmi Party in Punjab? Delhi Police will now investigate this matter and whatever is true, it shall come out. We got an information on abduction and we barely acted on it as per law."

Bagga added: "If anybody has committed a mistake, why AAP is not having any faith in Delhi Police? Why did not they get a case registered against Bagga at any police station in Delhi? Haryana Police only performed it's duty, acted on an abduction information and handed over the subject to Delhi Police."

Don’t force parents to buy expensive study material, uniforms: Delhi education dept to private schools

The Delhi government has issued orders to private schools asking them not to force parents to buy expensive education material and uniforms from school or any specific vendor, failing which they would risk facing “stringent action”.

An order from the Directorate of Education said private schools are run by trusts/societies and have “no scope of profit and commercialisation”.

The order states that schools should display the class-wise list of books/writing material to be introduced in the coming session, well in advance on the school website, and also communicate it clearly to parents via other media.

Clear encroachments in Okhla Industrial Area within 2 weeks: Delhi HC to South MCD

The Delhi High Court Thursday directed the South Delhi Municipal Corporation (SDMC) and Delhi Industrial and Infrastructure Development Corporation Limited (DSIIDC) to positively take action within two weeks against the encroachments in Okhla Industrial Area.

The division bench of Acting Chief Justice Vipin Sanghi and Justice Navin Chawla also directed the Commissioner of Police to provide sufficient force for the purpose.
