The Delhi High Court Monday refused to grant interim relief to Municipal Secretary of the Municipal Corporation of Delhi, Bhagwan Singh, who had approached the court against the summons issued to him by the committee of privileges of the Delhi Legislative Assembly.
A single judge bench of Justice Prathiba Singh was hearing Singh’s plea who had challenged a March 17 notice calling him to appear before the committee of privileges of the Delhi Legislative Assembly at 6 pm Monday. The matter was listed in the supplementary list after it was mentioned for urgent listing before the bench headed by the Chief Justice Satish Chandra Sharma.
Appearing for the Delhi government, senior advocate Sudhir Nandrajog informed the court that the meeting which was fixed had been postponed to March 29 at 3 pm.
Senior advocate Menaka Guruswamy, appearing for Bhagwan Singh, said an ambulance had been sent to her client’s home, his blood pressure was forcibly taken and on March 17 when he had appeared he was grilled for three hours. She submitted that the committee wants the files on the nomination of the “alderman and appointment of pro-term mayor”. Guruswamy argued that her client apprehends that the committee is likely to take action against him.
Nandrajog submitted that the committee at best make a report and send it to the Assembly. He said the apprehension is misfounded. Guruswamy sought that no coercive steps be taken against her client.
