The Delhi government is looking to privatise its publicity work and has released a Request for Proposals (RFP) in this regard, while seeking queries and clarifications. After it is finalised, applications will be sought from interested companies next month.
The RFP, which was uploaded Monday on the government’s website, states the purpose of the Communication Consultant, that is going to “appoint a communication services firm to help in creating awareness, providing information to people, engaging citizens effectively in a two-way communication with the government and holding periodic stakeholder consultations in order to get regular feedback of citizens”.
The Delhi government “formulates policies, schemes and programmes which need to be communicated to the people of Delhi so that they can avail (of) their full benefit and also suggest the required changes in the same for better results… also needs to obtain opinion of the people on various legislative and policy issues.
The people also need to be made aware of the initiatives and achievements of the Government.”
The Communication Consultant will “also develop a strategy and communication plan”, states the RFP. It adds that queries/clarifications will be received till March 16.
On March 18, a pre-proposal conference would be held.
Proposals will be opened by April 4 and a letter of award and signing of the agreement will be completed within three weeks after that.
The RFP also states that the consultancy team shall consist of key personnel such as media adviser, social media expert, communication adviser, strategy and public affairs expert, media management experts, digital media expert under the agreement to be signed.
