Dormitories, smart library, classroom, office rooms and dining rooms, workshop and guest house — this is Delhi government’s plan for a correctional home for boys that is set to come up at Outer Delhi’s Alipur. The Public Works Department (PWD) has floated tenders inviting consultancy services to plan and design the complex that is expected to cater to around 200-250 children and will cost around Rs 97.29 crore.
The selected bidder will provide consultancy as well as prepare the Detailed Project Report and construct the building, said officials, adding that the contract will be for 24 months or up to 2 months after completion of the construction work, whichever is later.
The plan for the correctional home was proposed by the Woman and Child Welfare Department (WCD) in 2022, but was met with various delays, officials said. “The proposal has now been passed (by the WCD),” they added.
The need for a state-of-the-art integrated complex to house children in conflict with law (CCL), or juveniles involved in a crime, came up after the current correctional homes proved to be inadequate in terms of facilities and space. “Currently, the correctional homes in Delhi are constructed like a jail. The rehabilitation facilities are not in place,” a senior government official said.
“Children’s homes should have improved infrastructure that creates a healthy and safe environment, similar to what they experience at home. Once built, these homes will support the health, growth, and well-being of children until they return to their families,” said WCD minister Kailash Gahlot.
Unlike the existing homes, officials said, the new children’s home will also have a nursing station, rehabilitation room, and an indoor and outdoor play area. “The infrastructure will also include CCTV cameras, alarm, fire safety system and other amenities where children can have a safe environment and can have a better start when they return home,” another official said.
The integrated complex will have two blocks — one will be the Children’s Home and the second will be the Justice Board block. The Children’s Home will have a basement and ground plus five storeys building. Besides, there will be multi-level parking. The Juvenile Justice Board will have ground plus one floor with a vulnerable witness room, a Juvenile Justice Board Office, and a hearing/proceedings room.
The new correctional home will come at 34,155.81 sqm area. The building will also be green and will have access control system, sub-station, solar power, lifts, audio-video system for conference hall, meeting room, common areas, sewage treatment plant and rain water harvesting.
