There’s good news for commuters travelling between Noida, South Delhi, Delhi Airport and Gurgaon. The Delhi government has approved a long-pending plan to decongest the busy Outer Ring Road stretch between the Modi Mill flyover and the Savitri Cinema near IIT Gate.

The 7.2-km stretch – from Modi Mill flyover to IIT Gate – passes through densely populated and upscale neighbourhoods such as Greater Kailash, Malviya Nagar, CR Park, Chirag Dilli, Pamposh Enclave, Paschim Enclave and Kalkaji, and witnesses heavy congestion even during non-peak hours.

“As this stretch is surrounded by residential colonies, road widening is not feasible and repairs on this stretch have also been pending for long. To address the issue, the Public Works Department has proposed extending the Modi Mill flyover up to the Kalkaji Temple flyover and constructing an additional half flyover at Kalkaji Temple,” a senior official said. An additional half flyover at the Savitri Cinema intersection has also been proposed to decongest the entire stretch, the official added.

Officials said that the extension of the Modi Mill flyover up to Kalkaji flyover and addition of half flyovers at Kalkaji Temple and Savitri Cinema is estimated to cost Rs 371.75 crore. The stretch currently handles over two lakh vehicles daily.

Officials said that while the proposal had received approval from the Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC) in 2017, the Expenditure Finance Committee (EFC), chaired by Chief Minister Rekha Gupta, approved the project in a meeting held last month.

The upgradation will benefit residents of South Delhi areas, such as Greater Kailash, Chirag Delhi, Hauz Khas, Safdarjung, Paschim Enclave, Kalkaji and East of Kailash. It will also improve connectivity between Noida, Faridabad, Badarpur, Gurgaon and the IGIA.

At present, the stretch has elevated corridors at Khel Gaon, Savitri Cinema, Chirag Dilli, Kalkaji, Modi Mill (Okhla) and IIT, along with eight traffic signals. “When the existing stretch was developed, there were fewer vehicles, people and houses… But traffic almost tripling has led to huge congestion and an integrated redevelopment of this stretch has become necessary,” an official said.

The official added that while Kalkaji and Savitri Cinema flyovers provide connectivity towards IIT, those coming from IIT face problems as there is no parallel flyover.

A feasibility study identified the need for capacity augmentation at Maa Anandmayee Marg, Captain Gaur Marg and Savitri Cinema intersections, officials said.

The objective is to ensure free and safe flow of traffic, to avoid jam, save commuters’ time as well as fuel, a government document has stated.
