A sub-inspector was arrested,along with his son and two others,for beating a physically challenged man to death in Burari,North Delhi,on Sunday night.
The victim,Chitrapal Singh,22,came from Aligarh to visit his cousin who lives in the area. A polio-affected person,Singh was having dinner on Sunday night with his cousin,one Rakesh,at a restaurant in Sant Nagar,Burari,when a row erupted and led to the tragedy,a police officer said.
The arrested four have been identified as Sub-Inspector (Traffic) Shivanand,his son Girish,and two others Varun and Meghraj. Shivanands family lives near Rakeshs house.
Rakesh said Singh visited him every two years. He added that the victim ran a welding shop and also did farming in Aligarh.
Ravi has told the police that when an argument broke out on Sunday night between two others persons Chandra Prakash (26) and the victims other cousin Rinku (22) Sub-Inspector Shivanand arrived with several local youths and began to assault both. Chitrapal Singh,Rakesh said,was at the site,only as a mute witness,and became an easy target. The group,including Shivanand,pounced on him,pushed him to the ground and kept beating him up.
They kept raining blows even after he was dead.
Neighbours said they have complained against Shivanand on previous occasions,too,for using his baton at the slightest provocation and often without any provocation,they added.
Singhs relatives also said the police arrested only four,though they identified 10 people in their complaint.
A case under IPC Section 304 (culpable homicide not amounting to murder) has been registered against the four arrested. An officer said the others are absconding.
Most policemen in the local police outpost in Jharonda said they were not aware of the incident. DCP (North) Sagarpreet Hooda said he did not have complete details of the case. He did not respond to several phone calls during the day.
