Ravi has told the police that when an argument broke out on Sunday night between two others persons — Chandra Prakash (26) and the victim’s other cousin Rinku (22) — Sub-Inspector Shivanand arrived with several local youths and began to assault both. Chitrapal Singh,Rakesh said, was at the site, only as a mute witness, and became an “easy target”. The group, including Shivanand, pounced on him, pushed him to the ground and kept beating him up.

“They kept raining blows even after he was dead.”

Neighbours said they have complained against Shivanand on previous occasions, too, for using his baton at the slightest provocation — and often without any provocation, they added.

Singh’s relatives also said the police arrested only four, though they identified 10 people in their complaint.

A case under IPC Section 304 (culpable homicide not amounting to murder) has been registered against the four arrested. An officer said the others are absconding.

Most policemen in the local police outpost in Jharonda said they were not aware of the incident. DCP (North) Sagarpreet Hooda said he did not have complete details of the case. He did not respond to several phone calls during the day.
