The second accident at the Zamrudpur Metro site where three cranes, which were removing the rubble, toppled over was a grim reminder on how most of our workforce is ill trained. To fill this gap,the Delhi government is soon planning to come up with a Delhi Academy of Construction.

The institute at present is in its conceptual stages and the government is still planning the curriculum. Broadly,it will cover all the major trades like, masonry, carpentry, plumbing, crane driving and other specialised jobs required for civil works. The institute will be built in a 20-acre extensive campus in Bawana in Northwest Delhi. It will be under the labour department of Delhi government.

“I am planning to acquire another 30 acres so that we can extend the number of courses and also number of enrollments in future,” said Labour Minister Mangat Ram Singhal.

The institute will be established on the lines of National Construction Academy in Hyderabad. “I am planning to visit the Hyderabad academy to get a clearer picture,” Singhal added.

The NAC was established by the Andhra Pradesh government in 1998 with one centre and five trades. In their first year of conception, the NAC trained 150 technicians and now it has 138 centres,19 trades and trains 50,000 technicians every year.

The NAC also concentrates on the development of all types of construction resources, technologies and methodogies for fast track completion of projects.

Instructors for the institute will be inducted from the industry itself. The labour department officials claim that there will be close co-ordination between the industry and the institute.

“Before any construction in Delhi, the construction firm will have to register with the labour department. We will, therefore,be well aware of the demand and will be able to supply trained workers,” a senior labour official said.
