Checks and measures for Metro contractors

Delhi Metro Rail Corporation (DMRC) has over 100 contractors and sub-contractors working on Metro construction sites. While contracts are awarded to a reputed contractor who bid for the tenders,the contractor is free to engage sub-contractors to procure machinery or manpower.

The terms of contract between DMRC and the contractor in question on any project state that the engineering labour has to be on the rolls of the contractor and cannot be sub-let. The contractor,however,is free to engage machinery from other sources,in case they are not in possession of high-capacity machinery and also the unskilled daily-wage labour.

Gammon sublets
Gammon India Limited,the contractor for the Metro construction site at Zamrudpur,had sublet for machinery and not for manpower,maintained Umesh Gupta,vice-president,Gammon India Ltd. “The labourers were all on our pay rolls. We sublet heavy duty machinery once in a while,like additional generators or heavy duty cranes,” Gupta told Newsline.

DMRC safety check
DMRC,on its part,has extensive engineering expertise,who monitor the sites. An engineer and a deputy chief engineer are engaged at the construction sites round-the-clock. A chief project manager visits and inspects the site at least once a week. Surprise as well as routine inspections are conducted at a higher level by the director-project for elevated sections and director-works for underground sections. Added to that,MD,DMRC,E Sreedharan personally conducts weekly inspections at the sites every Saturday.

AFCONS: Guilty
The previous Metro mishap at Vikas Marg on October 19,2008,was dealt with strictly by DMRC. A high-level inquiry was constituted by the Corporation,which submitted its report on November 4,2008. The report found the contractor,AFCONS,engaged on the project guilty and DMRC slapped a fine of Rs 10 lakh on them. The contractor was also blacklisted for a year and not allowed to participate in tenders for the period. Two engineers engaged by the contractor were removed from all DMRC operations.
