The CAG report on the working of the juvenile justice system in Delhi has shown serious lacunae in facilities and services at observation homes, places of safety and the special home used to house juveniles in conflict with law.
The report found that the district and state-level inspection committees, which are expected to “visit and oversee the conditions” in the institutions, had not made any inspections between 2012-15. The Department of Women and Child Development, in its reply, informed the CAG that the “committees were not functional due to coordination issues”.
Further, the report stated that management committees of the institutions did not hold monthly meetings as mandated under the Delhi Juvenile Justice Rules.
The committees for the Observation Home for Girls met only five times in the three-year period, while the committee for the Special Home and Places of Safety held 10 meetings, it added.
