Audio CD blew lid off Special Cell extortion racket

An audio CD of a 45-minute conversation between a Head Constable and two cable distributors blew the lid off an alleged extortion racket involving four personnel of the Special Cell of Delhi Police.

An audio CD of a 45-minute conversation between a Head Constable and two cable distributors blew the lid off an alleged extortion racket involving four personnel of the Special Cell of Delhi Police.

A city court on Tuesday ordered the Commissioner of Police to register an FIR against the policemen for framing six men in a false case and extorting money from them.

In his order,Chief Metropolitan Magistrate Vinod Yadav questioned why Ravi Shankar,who was an ACP with the Special Cell at the time of the incident,Inspector Anil Dureja,SI Gajender and Head Constable Hari Kishan booked Sanjay Sahipur,Parveen Krishan Chugh,Om Prakash,Partap Singh,Sanjay Manjari and Pawan Kumar.

In January 2006,Rajiv Pahuja of Citi Cable Network Ltd complained to the Shalimar Bagh police that two persons,Pawan and Sanjay Manjari,had cut cable wires in Pitampura area and physically assaulted his associates. Pahuja also alleged that they were extorting money. A case of cheating and extortion was registered.

“On the basis of call details and audio CD,it was proved that Anil Dureja is a close relative of Rajiv Pahuja,” said Murari Tiwari who represented three of the “accused”.

In July 2006,the six men were arrested on the basis of statements of “60 witnesses”,all associates of Rajiv Pahuja.

The court order notes that “Rajiv Pahuja was booked by Delhi Police in a case of violation of Trademarks and Copyright Act and he thought that the same was on account of a complaint by accused persons,Parveen Chugh,Om Prakash and Partap”.


Twelve days after they were released on bail,Partap and Chugh,both cable distributors,met Head Constable Hari Kishan in their car near the Shastri Nagar Metro station. Asking Hari Kishan to disclose how and why were they framed,they recorded the conversation.

Hari Kishan,the order noted,was “confronted with the audio CD,purportedly containing his conversation about the case with accused Parveen Chugh and Partap,wherein he disclosed nitty-gritty of the case and how at the instance of ACP Ravi Shankar,Inspector Anil Dureja and complainant Rajiv Pahuja,SI Gajender falsely implicated the accused persons for the purpose of committing extortion of huge amount… disclosed that Rajiv Pahuja was close relative of Inspector Anil Dureja.”

“This court asked him to hear the entire conversation as also to go through the transcript thereof. This witness did not deny his voice in the CD. ”


The CD also records how Hari Kishan took Rs 50,000 from Partap and Chugh to divulge the conspiracy.

The police case fell apart when Pahuja,the complainant,became a “hostile witness”. During his deposition,he denied “any personal knowledge” about Manjari and Pawan,and said “that none of the accused persons ever threatened him”.

Later,SI Gajender,the IO in the case,said that “none of the witnesses named accused Parveen Chugh and Partap… admitted having torn the case diaries and the supplementary statement of witness”.

Sanjay Sahipur said he was let off “only after a sum of Rs one lakh was paid to police officials of the Special Cell,Northern Range”. Partap said “a sum of Rs two lakh was paid by his relatives”.
