Assembly clears financial bills

BJP said the grant towards power subsidy was being taken out of accounts meant for development.

The introduction, consideration and passing of supplementary demand for grant for the financial year 2013-2014 Bill was passed in the Delhi Assembly on Friday with the support of Congress MLAs and JD(U) MLA Shoaib Iqbal.

The Bill sought approval for Rs 372 crore to be given as power subsidy. During discussions on the Bill, the BJP said the Rs 372-crore grant towards power subsidy was being taken out of the accounts meant for development.  Reading the official statement, BJP MLA Naresh Gaur said Rs 155 crore has been deducted from a loan meant for the North Municipal Corporation. He said this would affect the recruitment of safai karmacharis, apart from other development works.

He also said Rs 170 crore has been adjusted from the contribution to the employee state insurance corporation and Rs 200 crore from loans for state and union territory.
Congress MLA Arvinder Singh Lovely said transfer of funds from one head to another cannot be made without the approval of the House. “But, we need to support them on the Bills, despite their wrong way of doing things,” he said.

The House also passed the Appropriations Bill, after which Transport Minister Saurabh Bhardwaj presented a copy of DMRC financial report for 2012-2013.
