The Chandigarh Administration’s decision to make High Security Registration Number Plates (HSRNP) mandatory for all new vehicles from August 1 and giving two years for the old vehicles to get new HSRNPs is likely to create chaos at the Registering and Licensing Authority (RLA).

With over 9 lakh vehicles already registered and about 300 vehicles coming for registration at the RLA almost on a daily basis,the number are just piling up. However,on the other hand,the RLA is already witnessing a pendency of around 9,500 smart cards,which include registration certificates and driving licences.

RLA officials reckon the coming few days will be chaotic,as July 15 is the date when new registration number series—CH-01-AJ—is going to come into effect. This would mean another 10,000 registration numbers to be issued in the coming few weeks.

And soon after,from August 1 new vehicles would start queuing up outside the RLA.

Meanwhile,the Chandigarh Administration is yet to identify authorised vendors to supply the HSRNP to vehicle owners.

Currently,it has got only a list of 18 dealers authorised by the Centre’s five testing agencies to do the job of supplying the HSRNP and issuing the 9-digit alphanumeric unique code on each and every plate.

“The proposal for getting 20,000 smart cards immediately was forwarded but the authorities concerned turned it down and reduced the sanction to 10,000. We have again requested senior UT officials to reconsider the sanction and allocate more smartcards to deal with the ongoing pendency and future repurcussions of the new policy to be implemented from August 1 onwards,” said a senior UT official,posted at RLA.

People have already started approaching the UT officials with their enquiries and apprehensions about the new concept.

The RLA has fixed one-hour time for passing vehicles which are to be issued fresh registration certificates.

The Apprenhension

* Working days in 2 years—482

* Approximate vehicles registered in city—9 lakh

* If the deadlines have to be met,daily average of vehicles to be issued HSRNP—1,867

* If RLA works continously for two years at 7 hours on an average for issuing HSRNP,around 4.5 vehicles shall be required to be issued HSRNP in 1 minute,which means around 15 seconds for one vehicle

* Estimated daily average of new vehicles coming for registration at RLA—250

* If these 250 are also added to the 1,867 vehicles already registered,which have to be issued HSRNP daily,the number rises above 2,000 daily,which further reduces the time to issue HSRNP to one vehicle

SPIC Contract

The Society for Promotion of Information Technology in Chandigarh,which had been handling the job of supplying smartcards to RLA,Chandigarh,is likely to be given an extension of five years,to increase the supply of the smartcards. SPIC’s contract,which had already lapsed,has severely affected the supply of smartcards,as the UT has to call fresh tenders and then shortlist the suppliers to get supply,which has resulted in huge pendency.
