‘Unfruitful expenditure’: Consultant paid Rs 1.18 cr in 2019 for Capitol Complex’s restoration, work still unfinished

Audit report says work was supposed to be completed in three years

In its efforts for the restoration of the world heritage site, Capitol Complex, the Chandigarh Administration appointed a consultant for an amount of Rs 1.18 crore in 2019. The work was supposed to be completed in three years, however, about six years have passed, the restoration, though, still stands incomplete, according to the Department of Principal Director of Audit (Central) in its latest report.

The inspection report described Rs 1.18 crore paid to the consultant as “unfruitful expenditure”.

During the test check of records of the office of the Executive Engineer Capital Project Division No. 6 for the year 2023-2024, work of restoration, preservation, conservation and Management of Capital Complex, (World Heritage), it was found that two rough cost estimates of Rs 38 crore and Rs 11.57 crore were prepared for Punjab and Haryana Civil Secretariat and for the Punjab and Haryana Assembly respectively.

The restoration was to be executed in four stages — civil work, main ramp work, plumbing, fire-fighting, HAV and electrical work.

The tender was launched for an amount of Rs 1.48 crore in 2019 for the successful completion of the work with a time limit of three years. The audit observed that the consultant was appointed after the administration made a payment of Rs 1.18 crore in 2018, but the work is still pending.

“The audit observed that no tender process was completed till date (February 2025). On being pointed out, the Engineering Department did not furnish any reply,” the report said.

The Engineering Department of the Chandigarh Administration is responsible for creating entire infrastructure development in the territory of Chandigarh, comprising roads and the establishment of water, providing and laying of water supply system and underground sewerage and storm water drainage system, distribution of electric power, and construction of various public buildings and housing accommodation for government employees of various categories.

The office of the Executive Engineer, Capital Project Division No. 6, Sector 9, Chandigarh falls in Construction Circle II, which is headed by a superintending engineer.
