To Keep cattle off the roads and prevent it from creating traffic chaos,the municipal council of Panchkula has come up with a plan to allot plots to those people who come forward to own these livestock for dairy activities.
It was no easy task in identifying the cattle owners responsible for the menace in the city. So,the council came up with an innovative idea: Spread word around that they would offer plots for dairy activities to people whose cattle stray on to roads.
The owners used to milk the cows in the evening and then leave them on city roads.
“We have seen that these people do not have land or ranch,” a senior council official said,explaining the rationale behind the move.
The trick seems to have worked and people came forward and admitted to leaving their cattle on the road. Some even came to the municipal council office to inform that they owned some of the cattle on the roads.
The municipal council officials prepared a report and have submitted it to Deputy Commissioner Ashima Brar.
The council has identified 15 people who milk the cows at 10 locations,the official said.
The locations have been identified as Moginand village,Azad Colony ,in Sector 25,near Nada Sahib bridge,under bridge on Ghaggar in Sector 25,Kharakmangoli village,at backside of gurdwara in Budhanpur village,in Sector 19 near railway line,near police post of Sector 4 of Mansa Devi Complex and behind slums of Sector 4 Mansa Devi Complex.
“We have got the people responsible photographed too,” municipal council president Ravinder Rawal said.
The report will help in invoking Section 133 of CrPC to describe cattle menace as nuisance. Sub-divisional magistrate is empowered to issue order to these people under Section 133 of CrPC to remove cattle for obstructing public space or roads. After this,the police is also empowered to register FIR against them for non-compliance of the sub-divisional magistrate’s orders under Section 188 of Indian Penal Code.
Meanwhile,Haryana government had sanctioned 12 acre in Pinjore in 2009 for a cattle shed to curb the menace in Panchkula city,Pinjore and Kalka. It had also sanctioned Rs 1.75 crore for the cattle shed.
But it was handed over to a third party by Pinjore Municipal Committee. Since then,the project is hanging in the air.
The Panchkula Municipal Council even lost the file of the project. But now,it has got it photocopied from the deputy commissioner’s office.
“The issue of taking possession of this 12-acre plot is on the agenda of the council meeting,” said Rawal.
