Tillu Tejpuria fallout: Haryana to give Rs 7.5 lakh compensation for unnatural death of jail inmates
Even if an inmate dies by suicide, jail officials will be penalised; 50% of the compensation to be recovered from erring officials.

(Reprseentational/file) Days after notorious gangster Tillu Tajpuria was brutally murdered in Delhi’s Tihar jail on May 2, the Haryana government notified a policy providing compensation to the next of kin or legal heirs of prison inmates who die unnaturally.
On May 4, the prisons department issued a notification amending its compensation policy. The notification said that compensation of Rs 7.5 lakh would be paid to the next of kin or legal heir(s) of prisoners on account of unnatural deaths in five circumstances–quarrel among prisoners, torture by prison staff, suicide, negligence by prison officials, and negligence by medical or paramedical staff. Negligence will, however, have to be proved in an inquiry conducted by a judicial magistrate under Code of Criminal Procedure section 176.
The notification also states that “the Superintendent, Jail concerned, shall send detailed report along with a copy of the Magisterial inquiry report, postmortem report, final cause of death, medical history at the time of admission in jail and details of medical treatment, if any, given to the prisoner prior to his custodial death to the Director General of Prisons, Haryana, for onward submission to the State government for grant of appropriate compensation”.
“At least 50 per cent of the compensation paid in cases of torture/beating by prison staff may be deducted from the salary of the erring officer(s)/official(s). Exact percentage of deduction and the ratio to be applied on the delinquent individual officer(s)/official(s) (if they are more than one) will be determined by the Director General of Prisons,” it added.
“This policy shall be applicable only in respect of those prisoner(s) who suffer unnatural death in the Jails of Haryana, on or after the date of notification of this policy. Secretary/Special Secretary, Jails shall be authorized to sanction the above said compensation,” the notification issued by T V S N Prasad, additional chief secretary (prisons department), read.
